Description
The Topographic Engineering Center (TEC), located in Alexandria, VA, has a requirement for Counterintelligence / Human Intelligence (CI/HUMINT) systems development, integration and deployment. The purpose of this Request for Information (RFI) is to determine if there are source capable of satisfying the Governments requirements. No proposals are being requested or accepted under this RFI. Feedback addressing the clarity, feasibility, scope, and potential alternative means of meeting the Governments requirement is sought. The anticipated North American Industry Classification Systems (NAICS) Code for these requirements is 334111. The business size standard is 1,000 or less employees. Your response should identify your business size (large or small) in relation to this NAICS Code. Although the majority of work associated with this solicitation is unclassified, there, is the possibility that there will be classification requirements for up to the SECRET level. Contractor personnel will require DoD security clearances at least at the SECRET level for key personnel and possess managers with Program Management Professional (PMP) certification. Responders must also have a COMSEC account. Handling of material up to SECRET is required. Storage Clearances of at least the SECRET level are required. Capabilities Package: TEC is assessing the existence of sources and is requesting capability packages from industry on the requirements below. We are seeking for sources with ability to perform the minimum of the top seven (7) items and able to address their ability and/or approach of 90% of the remaining functions. The top seven (7) items may or may not be the sole responsibility of the prime, but also with the partners. Interested sources shall possess an in-depth understanding of the following specific areas: 1. Knowledge and experience with systems research, engineering and development associated with the various domains of CI/HUMINT; 2. Systems integration, testing and deployment of CI/HUMINT automated reporting and collection capabilities; 3. General knowledge and experience in systems engineering and systems integration; 4. Knowledge and experience with engineering design, testing and, fabrication/production of C4ISR computing systems; 5. Experience with minor and major system software and hardware procurement activities; 6. Experience and knowledge to develop the appropriate documentation, including technical manuals, training manuals, user guide, etc& associated with the systems development and minor/major procurements in support of fielding/deploying new technologies and capabilities; 7. Experience with conducting, managing, and maintaining quality control and testing procedures to facilitate establishment of failure rates among procured items; 8. Experience and execution of Configuration Management and Configuration Control, including management of engineer changes and associated changes in system specifications; 9. Experience and execution of materiel inspection and control relative to procured and fabricated items; 10. Ability to possess, obtain, and maintain a SECRET level for key personnel with requisite experience and knowledge in the above areas and; 11. Operate and maintain storage facilities of at least the SECRET level. Interested sources are encouraged to submit product literature in response to this RFI. Any submission of such product literature or catolog cut sheets will be treated separate from, and will have no bearing on, any subsequent evaluation of proposals submitted in response to any resulting future formal Request for Proposal (RFP). TEC will not pay for information or comments provided and will not recognize any costs associated with submission of comments. RESPONSES ARE DUE NO LATER THAN June 26, 2008, 10:00 am EST.
