- SUBJECT: NOTICE OF INTENT TO AWARD SOLE SOURCE PROCUREMENT DESC.: Under the authority of FAR 6.302-1, it is the Government's intent to award a sole source to F.A. OToole Office Systems, Inc. 350 Clubhouse Ln Ste. E Hunt Valley, MD 21031-1325 for the reconfiguration of existing workstation furniture. The existing workstation furniture was furnished and installed by F.A. OToole Office Systems, Inc. Failure to award this requirement to F.A. OToole Office Systems, Inc. would result in material inconsistencies and incompatible furniture components. If no affirmative written response is received, the purchase will be awarded without further notice. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. A determination by the Government not to compete this proposed contract based on this notice is solely within the discretion of the Government. Detailed capabilities must be submitted to the following email address no later than 4:00pm Eastern Standard Time, 17 June 2008. EMAIL: lucas.crumbacker@us.army.mil. The sole source justification follows: OTHER THAN FULL AND OPEN COMPETITION, JUSTIFICATION FOR SOLE SOURCE PROCUREMENT 1.Identify the Agency and the contracting activity: The contracting activity responsible for this action is the United States Army Medical Research Acqusition Activity in support of the United States Army Medical Research Institute of Infectious Desease. 2.Description of the action being approved: Approval is requested for a new firm-fixed-price contract for the assembly and reconfiguration of workstation furniture to increase workstations from 14 to 16, using R&D funds. 3.Description of the supplies or services: USAMRIID requires F.A. OToole Systems to reconfigure and assemble additional workstations in Room 600, Ward 200, Bldg 1425 at Fort Detrick, MD. Additionally, F.A. OToole Systems will furnish the necessary materials to complete the work. 4.Identify the Statutory authority permitting other than full and open competition: The statutory authority permitting other than full and open competition is 10 U.S.C. 2304(c)(1). The FAR citation is 6.302-1 Only one respsonsible source and no other supplies or services will satisfy agency requirements. 5.Demonstrate the contractors unique qualificaitons or nature of the acquisition which meet the requirements of the authority cited in item # 4: Currently, 6 contract employees are displaced in various locations within USAMRIID. It is imperative for purposes of work monitoring that these employees be centrally located. This workstation reconfiguration will allow the employees to be centrally located. This award is a follow-on contract to a prior award (W81XWH-07-P-0889) for the dismantling and reconfiguration of existing workstations. The previous award configured 14 total workstation units. The current action requires additional workstations to be configured. F.A. OToole Systems is familiar with the existing workstation configuration and materials. F.A. OToole Systems has knowledge of the previous work and can fully integrate the new configuration into the existing workstation sets. An award to any other source would result in material inconsistencies and incompatible parts and components. 6.Description of efforts to solicit quotes from as many sources as possible; or whether a notice will be posted: Although a notice is not required based on the award value, a notice announcing our intent to award to a sole source will be posted to the ASFI website. 7.Determination that the price will be fair and reasonable: Based on past awards and comparing prices of similar products, the offered price is determined to be fair and reasonable. 8.Description of the market research conducted: The previous contract was examined and F.A. OToole Systems was determined to be the only appropriate source for this requirement. 9.Additional/Supporting facts (cost estimates, justification for limited data/specs, etc.): 10.List sources that expressed an interest in the acquisition: Substitute products and services will not be consistent with existing workstations and will result in material inconsistencies, incompatible components, and unaccpetable delays. 11.Statement of actions to be taken to increase competition in the future: Future requirements will be evaluated to assess the possibility of increasing competition. 12.Certifications: a.Contracting Officer Certification: I certify that this justification is accurate and complete to the best of my knowledge and belief.
