Description
The National Institute on Aging, IRP, intends to negotiate and award a purchase order on a noncompetitive basis with Gaven Industries, Saxonburg, PA for the following: Scope of work for Harbor 3T MRI Shielding NIA will be installing a 3T MRI on site at its Harbor Hospital Clinical Research Branch location, 3100 South Hanover Street Baltimore, MD 21225. RF/magnetic shielding will need to be installed, following the below statement of work. Contractor shall provide all shop drawings, supervision, labor, materials, tools, and equipment to fabricate and install the magnetic and RF shielding for above referenced project. The following shall be included: MAGNETIC SHIELDING: -Shielding of the ceiling 23' 0" x 20' 0" with 6 layers of M-36 silicon steel with one (1) layer of 1/8" masonite between layers 3 & 4. -Shielding of the right wall 23' 0" x 11' 0" with 6 layers of M-36 silicon steel with one (1) layer of 1/8" masonite between layers 3 & 4. -Shielding of the left wall 23' 0" x 11' 0" with 6 layers of M-36 silicon steel with one (1) layer of 1/8" masonite between layers 3 & 4. -Shielding of the front wall 20' 0" x 11' 0" with 6 layers of M-36 silicon steel with one (1) layer of 1/8" masonite between layers 3 & 4. -Shielding of the rear wall 20' 0" x 11' 0" with 6 layers of M-36 silicon steel with one (1) layer of 1/8" masonite between layers 3 & 4. -Contractor shall provide and install all fasteners for anchoring the magnetic shielding. RF SHIELDING: -Framing of the walls and ceiling inside the magnetic shielding for support of the RF shielding with fire-rated wood studs. -Shielding of the walls and ceiling of a 22' 9" x 19' 9" x 10' 10" high exam room with 7 ounce copper sheet laminated to 1/8" noncom panels and continuously soldered together. -Floor consists of 7 oz. copper sheets continuously soldered together between layers of cement board for a total built up thickness of 1" in a recessed floor. DOOR: -One (1) 4' 0" x 7' 0" RF shielded pneumatic door assembly including frame, leaf, hardware, and oak veneer finish. -One (1) 1/6 horsepower oil less air compressor for door operation and all associated air line connections. ELECTRICAL FILTERS: -Two (2) dual 30 amp 120 volt power line filters for misc. power circuits. -One (1) dual 30 amp 120 volt power line filter for emergency lighting. -One (1) dual 30 amp 120 volt power line filter for emergency rundown button. -Three (3) dual low voltage signal line filters for a smoke detector, strobe & spare. PENETRATIONS & OPENINGS: -Five (5) honeycomb waveguides for HVAC. -Four (4) 6" x 6" mounting pads for magnet support. -Two (2) mounting pads for patient table support. -One (1) cable duct cover between magnet and patient supports. -Two (2) openings for Helium gas lines and Helium Exhaust. -One (1) opening for RF feed through system filter box. -One (1) opening for Philips shim filter. -One (1) penetration for sprinkler line. -One (1) 8" diameter waveguide for gradient air exhaust. -One (1) honeycomb waveguide for air escape RF feed through. -Two (2) 5" diameter penetrations for patient ventilation. -Three (3) 3" diameter waveguides for fiber optic lighting -One (1) bus-bar/terminal for room ground. -One (1) 7"x28" wave guide tube for MRA projector. -Six (6) 2"x12" fiber optic penetrations. -Two (2) 18"x18" accessory penetration panel with: > Three (3) BNC female RF connectors. > Six (6) ST fiber optic connectors. > Three (3) DB9 filtered connector. > Three (3) DB25 filtered connector. > Two (2) 3"x18" tube. > One (1) 3/8"x24" brass ground stud. -One (1) 9'6" x 8'0" removable wall panel for magnet access. -Unistrut grid system at ceiling on 4'0" centers for support of mechanicals, etc. TESTS: -Two (2) RF shielding effectiveness tests complete with test plan (submitted with approved shop drawings) and written test reports. Only one responsible source and no other supplier or services will satisfy agency requirements, 41 U.S.C. 253 (c) (1) FAR 6.302-1 (b) (1). The cited authority is applicable because Gaven Industries provides RF shielding which has a unique, all-soldered construction for superior durability and reliable shielding efficiency. Gaven Industries is the only vendor of which we are aware that provides a written life-time guarantee of the RF shielding performance. This unique guarantee is possible because of Gaven’s unique all-soldered shielding design. A market search was performed and Gaven was the only source which builds their RF shields with all-soldered panel connections ensuring that loss of conductivity will not occur over time and uses heavier gauge copper sheet metal in their panels. Period of performance is approximately 5 months. This acquisition is being conducted under Simplified Acquisition procedures and is exempt from the requirements of FAR, Part 6, Competition Requirement. Award will be made on an all or none basis to the lowest priced, technically acceptable source.
