Description
NASA/MSFC has a requirement for one (1) OXYGEN ANALYSIS ADSORPTION EQUIPMENT.NASA/MSFC intends to purchase the items from Quantachrome Instruments Corporation. This recommendation is made pursuant to FAR 13.106-1(b)(1), for the acquisition ofsupplies or services determined to be reasonably available from only one source. Competition is impractical for the following reasons:1. Quantachrome Inc. is the only manufacturer of Surface Area and Pore Size Analyzed that can meet all of the following operational system requirements necessary for thestudy needs of the active surface analysis of carbon fibers:a.Built-in mass spectrometer utilizing high vacuum of analyzers oil-freeturbomolecular vacuum system (only one vacuum system necessary for both the gassorption analyzer and the mass spectrometer). The built-in mass spectrometer is crucialfor quantifying the amount of CO vs. CO2 evolved from the sample as a function oftemperature. This is the essence of our research. b.At least five pressure sensors positioned on analysis port and dosing manifold.The pressure sensor positioned on the analysis port provides the level of sensitivity werequire. This feature allows accurate analysis of smaller sample sizes.c.Quench-solid Density Functional Theory for carbon pore size analysis includingeffects of surface heterogeneity. The QSDFT contained in the software package providedwith the Autosorb-1 series of instruments allows the most accurate pore sizecharacterization of the carbon samples that we will be analyzing.d.Automatic coolant level control with dewar elevator and level sensor (no cryogenic transfer required). Controlling, and minimizing, the amount of thesample cell which is immersed in the cryogenic liquid providesincreased sensitivityversus systems which immerse the entire sample cell in cryogenic liquid. This feature isunique to the Autosorb-1 series of instruments and provides the level of sensitivity werequirewhen performing surface area and pore size analysis of our samples. e. Separate port for continuous update of saturated equilibriumvapor pressure with each dose using dedicated pressure sensor (1000 torr). Monitoring thesaturated equilibrium vapor pressure throughout the analysis ensures an accurate measureof the relative pressure for each data point. Having a dedicated transducer for this purpose, allows theautosorb-1 series of instruments to measure the saturated equilibrium pressurecontinuously without inter-erupting the analysis, allowing for a faster analysis with thehighest level of accuracy."The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon June 16, 2008. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.An Ombudsman has been appointed.
