- THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR PROFESSIONAL SERVICES, SIMPLIFIED ACQUISITIONS, IN ACCORDANCE WITH FAR PART 13.105 AS SUPPLEMENTED WITH THE ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITAION. A WRITTEN SOLICITATION WILL NOT BE ISSUED. THIS IS SET-ASIDE FOR SMALL BUSINESSES. The Department of Health and Human Services requires an contactor to provide a writer who can produce materials and documentation for the Office of HIV/AIDS Policy's (OHAP) National HIV Testing Community Mobilization Campaign, materials and documentation for HIV /AIDS Observance Days, document and support OHAP's program activities, provide materials and documentation for AIDS.gov, and provide materials and documentation for OHAP a various HIV-related technology initiatives Background OHAP serves to support the policy and programs of HHS domestic programs. AIDS.gov serves as an information gateway to drive Web traffic to Federal domestic HIV/AIDS information and resources along with the development of new media tools for those in the fight against HIV/AIDS. National HIV Testing Community Mobilization Campaign's goals and objectives are to increase HIV testing among those at greatest risk for HIV/AIDS. A writer with knowledge of these programs, new media and HIV/AIDS is needed. The following includes: •Introduction •Capacity •Scope of Work/Tasks •Delivery Schedule •Technical Evaluation Criteria INTRODUCTION The Office of HIV/AIDS Policy, under the Office of Public Health and Science, advises the Assistant Secretary for Health and senior U.S. Department of Health and Human Services (HHS) officials on: the appropriate and timely implementation and development of HIV/AIDS policy; the establishment of priorities; and the implementation of HIV/AIDS programs, activities, and initiatives across other HHS health agencies. Reaching these goals will require all of us—including our families, friends, schools, faith-based organizations, and communities—to take on the responsibility of fighting HIV/AIDS. In particular, our attitudes—about those most at-risk for HIV and those living with HIV—must be free of negative perceptions and stigma. OHAP manages initiatives to promote HHS policies, programs, and resources: • National HIV Testing Mobilization Campaign—engaging communities in HIV testing. • AIDS.gov—providing a portal to federal domestic HIV/AIDS information. CAPACITY HHS & Federal Knowledge and Expertise Writer needed who understands the following and has experience in: AIDS.gov’s goals and objectives The National HIV Testing Community Mobilization Campaign's goals and objectives The HHS Web Council's function and goals  Knowledge of Federal domestic HIV/AIDS programs and leadership including OHAP, national and local HIV resources and programs ASPA's Web Communications and New Media Division Federal and HHS Web standards and guidance Development and production of Federal podcasts (audio, video, and enhanced), blogs, and portals The HHS Secretary’s 500-Day Plan and priorities Describe - more than five (5) years of experience, and demonstrated expertise, in writing on HIV/AIDS and Federal HIV/AIDS programs Describe - more than two (2) years of experience in writing on new media SCOPE OF WORK/TASKS Task 1: Produce materials and documentation for the program activities for OHAP. This Contractor will document OHAP’s activities to meet the Department’s needs for accountability and transparency in programs, and will provide support for OHAP’s core activities. The Contractor may also provide background papers on the outcomes of OHAP’s projects. Work for this Task shall include up to 10 supporting documents or reports, which shall not exceed 6-8 pages each. The Contractor shall produce materials and documentation for the Campaign’s work to encourage individuals to be tested for HIV, including drafting educational materials about the Campaign and HIV testing, and documenting the Campaign’s efforts to increase the number of people who get tested for HIV. Task 2: Produce materials and documentation for the Department’s HIV/AIDS Observance Days. The Contractor shall produce materials and documentation for the following events: •National Latino AIDS Awareness Day (October 15) •World AIDS Day (December 1) •National Black HIV/AIDS Awareness and Information Day (February 7) •National Women and Girls HIV/AIDS Awareness Day (March 10) •National Native HIV/AIDS Awareness Day (March 21) •HIV Vaccine Awareness Day (May 18) •National Asian and Pacific Islander HIV/AIDS Awareness Day (May 19) •Caribbean American HIV/AIDS Awareness Day (June 8) •National HIV Testing Day (June 27) Work for these activities will include up to 18 of the following: draft press releases; draft copies of talking points for senior HHS officials and the public; draft educational materials for the Department’s partners in the field; and draft material for the Department’s HIV/AIDS Observance Days website (including draft information written for tool kits, HIV/AIDS fact sheets, materials for faith-based conferences, and other materials as necessary). Documents shall not exceed 3-5 pages. Most important, all observance day materials/documents will promote evaluation and cross promotion across these days. Task 3: Produce materials and documentation for AIDS.gov. The Contractor shall produce materials and documentation for AIDS.gov, including drafting informational materials about AIDS.gov for both the public and for senior HHS officials and AIDS.gov planning bodies, producing drafts of materials to be posted on AIDS.gov, and producing draft reports on ongoing improvements and upgrades to the website. Work for this Task will include up to 10 of the following: draft informational material and fact sheets on/for AIDS.gov; draft press releases; draft copies of talking points, presentations about AIDS.gov for senior HHS officials; draft material for the AIDS.gov webpages; and other materials as necessary. This includes reports to senior officials on the status of AIDS.gov’s activities and documentation materials for internal use and evaluation purposes. Documents shall not exceed 3-5 pages. Task 4: Produce materials and documentation for OHAP’s new media initiatives. The Contractor shall produce materials and documentation for OHAP’s HIV-related new media activities, including drafting informational materials about those technology initiatives (e.g., podcasting, blogs, social networks, webcasting) for both the public and senior HHS officials and producing draft materials to be used in those initiatives (e.g., background papers, draft scripts).This Task shall include reports to senior officials on the status of OHAP’s HIV-related technology initiatives and documentation materials for internal use and evaluation purposes. Work for this Task shall include up to 10 supporting documents or reports, which shall not exceed 6-8 pages each. Including, the review and edit up to 16 AIDS.gov blog posts a month. Meet with the TOO to determine necessary contents forOne week after documentation of OHAP’s new media activities implementation of contract modification Produce written materials on/for new media Ongoing INSTRUCTIONS TO CONTRACTORS AND EVALUTION CRITERIA: Basic Format & Basis of Award The Government will make an award based upon best-value. Technical factors as a whole are therefore slightly more important than price. The overall technical rating will be determined through the following evaluation factors. The evaluation factors are in the following descending order of priority in terms of importance. 1.Technical Quote/Formatting (10 points) 2.Capacity (30 points) 3.SOW Understanding (40 points) 4.Past Performance (20 points) Technical Quote/Formatting (10 points) The technical quote must discuss the proposed management approach to concisely demonstrate that the Contractor has an understanding of all requirements specified in the Statement of Work and will be evaluated as part of the Contractor’s score. Quotes which merely offer to conduct a program in accordance with the requirements of the Government’s scope of work will not be eligible for award. Format Requirements (20 points) The Contractor shall conform its technical quote to the following specifications: Application should be no longer than 10 pages, single-sided, single-spaced, and stapled on one side. Margins should be 1” on all sides. Font should be 12-point Times New Roman. Charts that relate to the scope of work are acceptable. Do not include any other graphics, photos, or diagrams. Include a plain cover sheet with your name and contact information. The application should be in black and white. Capacity (30 points) The Contractor shall describe personnel qualifications and specific experience in the acquisition process providing the services being sought. Work for this Task shall include up to 10 supporting documents or reports, which shall not exceed 6-8 pages each. Including, the review and edit up to 16 AIDS.gov blog posts a month. Past Performance (10 points) Please explain your knowledge of, and your experience with the items described in the scope of work in two pages or less: The Government will evaluate the Contractor’s recent and relevant past performance. Recent is defined as within the last three years. The Government may also consider information obtained through other sources. Past performance information will be utilized to determine the quality of the contractor’s past performance as it relates to the probability of success of the required effort. 1. The organizations history of successful completion of projects; history of producing high-quality reports and other deliverables; history of staying on schedule and within budget. 2. The organization’s specific past performance on prior similar efforts specified within this SOW including the organizations experience and expertise in writing on HIV/AIDS and Federal HIV/AIDS programs and new media. Personnel security requirements Under executive Order 10450, employees and Contractors for the Federal Government shall undergo an apporpriate background investigation to determine their suitability to work for the Federal government. The positiion on this contract is designated Level5C, medium risk publick trust position with access to Federal goverment computer systems. The minimum background investigation required for this requirementis a National Agency check with Inquiry and Credit (NACIC). Verification that a Contractor has undergone a NACIC backgroung investiagation is a conditionfor performing work on this contract. Verification is required to the servicing Federal security office before the Contractor will be allowed unescorted access and allowed to work at a Federal facility. Access to Federal goverment systems shall not be granted imtil results of the FBI National Criminal Records Databases are received and indicate that that the Contractor has no disqualifying criminal record. Contract Time Frame Contract period of performance is 12 monthsfrom date of award. This combined synopsis/solicitation is set-aside for Small Business concerns, in accordance with FAR 13.105.
