- DOL089RP20567 The U.S. Department of Labor’s Bureau of International Labor Affairs (ILAB) seeks the services of contractors to produce research papers on the labor market impacts of trade in services or international experiences in the provision of responsive workforce development systems; under the North American Industry Classification System (NAICS) code of 541720. ILAB expects to make multiple awards. If no responsive proposals are received from small business concerns, no set-aside awards will be made. The size standard for small businesses under the aforementioned NAICS code is $6.5 million. On May 27, 2008, the United States Department of Labor, Bureau of Labor International Affairs (ILAB) announced that it anticipates the release of a Request for Proposals (RFP) to seek the services of contractors to produce research papers on the labor market impacts of trade in services or international experiences in the provision of responsive workforce development systems. The cost of the paper will be influenced by several factors, including the complexity of the study; study type; inclusion of field work; and institutional overhead. Empirical studies are often associated with additional costs including the cost of data and additional labor hours to process data. Cost savings may be incurred if the study is an extension of an existing study. Up to six research papers will be funded on a firm-fixed price basis through this project; a total amount of $200,000 is available to fund the collection of research papers. We anticipate that individual awards will be between $20,000 and $50,000 per study. The period of performance for this project will be 24 months from the date of contract execution. Proposals larger than $100,000 will not be considered. Hard copies of the solicitation documents will not be available. The Federal Business Opportunities web site, http://www.fbo.gov will provide downloading instructions. All future information about this acquisition, including solicitation amendments, will also be distributed solely through this site. Interested parties are responsible for monitoring this site to ensure that they have the most up-to-date information about this acquisition. The closing date for the receipt of proposals for this solicitation is July 7, 2008, at 3:00 PM, Eastern Standard Time. No collect calls will be accepted. No telephone requests for the solicitation will be accepted. Interested parties desiring an explanation or interpretation of the solicitation, scope of work, etc., must submit any questions via e-mail no later than June 23, 2008.
