Description
THIS IS A SOURCES SOUGHT SYNOPSIS ONLY. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS SYNOPSIS. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS SYNOPSIS OR ANY FOLLOW-UP INFORMATION REQUESTS. THE PURPOSE OF THIS SYNOPSIS IS TO NOTIFY INDUSTRY OF THE USAF INTENT FOR CONTRACT ACTION AND POSSIBLELY GAIN KNOWLEDGE OF OTHER POTENTIALLY QUALIFIED SOURCES AND THEIR SIZE CLASSIFICATIONS (SMALL BUSINESS, LARGE BUSINESS, ETC.) PLEASE DO NOT REQUEST A COPY OF A SOLICITATION, AS ONE DOES NOT EXIST. The 412 Electronic Warfare Group (EWG), Edwards AFB, CA, is seeking vendors that specialize in video recording equipment. This recording system will be used for recording video from environmental simulations within the Benefield Anechoic Facility (BAF). The video recording system will need to record up to eight (8) video feeds during test execution and properly handle both unclassified and classified video. All eight (8) recorders must be controllable and synchronized through an easy to use user interface that controls at a minimum basic video functions (play/stop/rewind/forward/pause/record). It must also have the capability to synchronize all eight (8) video sources together for playback regardless of resolution and frame rate of the source. Each recorder must store up to 10 hours of continuous video which equates to over 80 hours of video per day. The recorders must also have selectable inputs to accommodate incoming video from (DVI) or VGA high-resolution sources, S-video, and composite video sources. Input devices will consist of video cameras, spectrum analyzers and other test equipment, and aircraft avionics equipment. Feeds will be up/down converted and connected to the recorder by DVI or S-Video using off the shelf components. The system must be able to record at a resolution of 1280x1024 pixels, the standard resolution for a computer monitor. Recorders should provide for full-resolution recording at rates up to 30 frames per second (fps), and should allow for user selection of reduced recording rates. The system should provide for time stamp of video frames, based on an external IRIG-B source, either as a video overlay, an embedded digital time stamp, or both. A video back up system must also be present for both redundancy and archiving purposes. The video backup system needs to protect against video recorder failure and storage failure. The backup system needs to be reliable and provide high quality video with minimal loss. In the end, two sources of video will have been created: The primary source, which will be used for achieving and backup and the secondary sources which will be delivered to the customer. The material being handed over needs to be viewable using a commonly available codec and Windows PC based video player (Windows Media Player). Software should accompany the video that allows users to sync up multiple feeds and step through the videos simultaneously. Editing tools that allow for video editing and clip extraction should also be available to the user that takes advantage of the embedded or overlaid IRIG time.
