Description

The US Army Corps of Engineers - Rock Island District is accepting quotes for 2 Automatic Identification System (AIS) Class A, to include all necessary equipment, material & labor for installation and training. The two AIS systems require installation which encompasses a ship board transponder system operating in the VHF maritime band that is capable of sending such ship information as MMSI identification, position, heading, speed, ship length, beam, draft, and hazardous cargo information, to other ships and to shore. AIS Elements should consist of both not all inclusive to a GPS/DGPS Receiver, AIS Transponder, AIS Communication Channels, Electronic Display System, associated software, and any other AIS Elements needed to comply with all AIS Standards, such as IMO Performance Standard MSC.7 4(69), Technical Characteristic ITU-R M.1371-1, Certification Requirements IEC, Testing Standard 61993-2, and Radio Frequency - WRC 1997. Provide one (1) year standard manufacturer's warranty of materials and installation. All AIS elements should integrate with existing elements on both Motor Vessels (MV's Creve Coeur and LaSalle). Associated software shall be installed on existing laptops. Both motor vessels have Dell Latitude D620, Intel CPU T2500 @ 2.00 GHz, 1.00 GB ram with WINDOWS XP. Provide operational training to pertinent USACE personnel. The MV La Salle training and installation will be in the Joliet, IL area until 10 July 2008 after that time it will be in Memphis TN. The MV Creve Coeur training and installation will be in the Joliet, IL area. A physical inspection of both Motor Vessels (site visit) is highly recommended prior to submission of quote. Coordination for this site visit can be made with the Illinois Waterway Project Office, P.O.C. Mike Zerbonia 309/676-4601, Ext. 204. Quotes are to provide delivery time frame. Examples of AIS manufacturer that meet the requirements of the above equipment are Northrop Grumman Automatic Identification System, and Furuno Automatic Identification System. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation (paper copy) will not be issued. Further, offerors are responsible for monitoring this site for the release of amendments or other information pertaining to this solicitation. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-24 and Defense Federal Acquisition Regulation Supplement Change Notice (DCN) 20080331.
