Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This combined synopsis/solicitation, F3H3G38143A001, is being issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-21. This procurement is a 100% Service Disabled Veteran Owned Small Business Set Aside IAW FAR 19.502-2 (a). The NAICS code is 238220 and the small business size standard is $13.0 Million. The following commercial items are requested in this solicitation; Statement Of Work Replace Hot Water Circulating Pumps and Variable Frequency Drives Building 462 1. Scope: All labor, equipment, and materials in performing all work related to replacing two (2) 40 hp hot water circulating pumps and install Aurora model 364BF (or equal) bronze fitted pump with base, coupling, guard and 1750 RPM, 40 hp, 230/460 volt, Open, Drip-Proof (ODP) motor and install two (2) variable speed drives for same to include sensors and equipment to maintain proper flow-thru the hot-water loop. 2. Major Items of Work: a) Remove two (2) existing 40 hp Aurora pumps (model number 89-09281, 364ABF, 4x5x12 imp., 1750 RPM with motor-model number 324 TTDR7***6HN W, 40 HP, 230/460 vac, 3 HP, 10.4/5.2, 1765 RPM) b) Provide and install two (2) new Aurora 4x5Sx 12 Model 364BF pumps, bronzed fitted pump with base, coupling, guard and 1750 RPM, 40 hp, 230/460 volts with ODP motor (or equal) c) Modify piping as needed to accommodate new equipment from prior set-up. d) Provide and install two (2) new 40 hp Variable Frequency Drives (VFD) to serve new pumps to include control of VFD differential pressure switches, control wiring to existing Honeywell SL Plus panels and necessary modifications as well as modifications to Honeywell, Enterprise Buildings Integrator (EBI) front-end. E) Patch piping insulation in affected work area. 3. Location of Work: All work will be performed at Building 462 mechanical room located on Offutt AFB, Ne. 4. Codes: The work shall conform to the latest applicable Unified Facilities Criteria (UFC) and iin accordance with the State, Local, and Federal Government Laws, Regulations, and Building Codes. Contractor is responsible for proper material installation. 5. Occupancy: During construction the Government will occupy the existing facilities. The contractor shall not restrict nearby pedestrian or vehicular traffic to this facility and shall coordinate construction with the government representative to minimize conflicts and to facilitate usage. The contractor shall perform the work so as not to interfere with ongoing operations. 6. Repair of Work: The work shall be carefully laid out in advance. Where cutting, channeling, chasing or drilling floors, walls, partitions, ceilings, buildings, piping or equipment shall be repaired by workers skilled in that particular trade at no additional cost to the Government. 7. Utility/Service Interruptions: The government representative shall be notified not less than 15 calendar days in advance of any interruptions of building utilities/services. The contractor shall describe in writing the work to be done and the time and duration of the interruption. No work shall be done until approval is received from the government representative. 8. Clean Up: The contractor shall assure that the work area is cleaned up at the end of each day. Debris and trash shall be removed and properly disposed of by the contractor outside the confines of Offutt AFB. 9. Test: After the installation is completed, and at such time as the Government Representative may direct, the contractor shall conduct an operating test for approval. The equipment shall be demonstrated to operate in accordance with the requirements of this statement of work. The test shall be performed in the presence of the Government Representative and the contractor shall furnish all of the instruments and personnel required to perform the tests. 10. Work Schedule: The working hours for this contract shall be between 0730 (7:30 am) and 1630 hours (4:30 pm) daily, excluding Saturdays, Sundays, and Federal Holidays. 11. Performance Period: The suggested performance period will by 7 July 2008 to 8 August 2008. In all cases work is required to be completed no later than 30 September 2008. 12. Use of Utilities: All reasonable quantities of utilities will be made available to the contractor without charge. Any temporary connections of lines that may be required will be installed, maintained, and removed by the contractor at their own expense and in a manner satisfactory to the Government Representative. Removal of such connections or lines shall be accomplished prior to final acceptance of the contract. 13. Guarantee: The materials and craftmanship furnished under this contract shall be guaranteed against defective materials, design, and workmanship for the full warranty time which is standard with the manufacturer and/or supplier, but in no case less than one year from the date of acceptance either for beneficial use or final acceptance (whichever is earlier). Upon receipt of notice from the Government of a failure of any part of the guaranteed equipment covered by the scope of the guarantee, during the guarantee period, any defective work or materials shall be replaced promptly by workers skilled in that particular trade, at no additional cost to the Government. 14. Payment: All of the costs in connection with this contract shall be included in the lump sum price for all work to be performed under this contract. FOB: Destination for delivery to Offutt AFB, NE 68113. The following provisions and clauses apply to this acquisition: FAR 52.211-6 Brand Name or Equal. A single site visit will be held on Monday 23 June 2008 at 1400 hrs (2:00 pm CST). This will be the only time offered/alotted to view the location. It will take place at building 462.
