Description
In accordance with the Agreement of Defense and Cooperation between the Kingdom of Spain and the United States of America, any contract resulting from this notice/solicitation can only be entered into with companies authorized to carry out these activities in Spain under Spanish law. Companies must meet the requirements established by Spanish legislation for execution of Government works. Obtaining a license or permission to operate your company in Spain may be a long process; therefore, any company anticipating interest in future projects should immediately begin the processes that will be required, by contacting the Delegation of Industry. They have two offices, one in the Madrid province and one in the Andalucia province. The telephone numbers are: 011 34 91 580-2100 (Madrid) and 011 34 95 504-8620 for Andalucia. The United States Air Force intends to solicit proposals (FA5575-08-R-0007) for Firm-Fixed Price contract for the Sustainment of the Exterior Electrics Phase 6 in Moron AB, Spain. The complete solicitation package will be available on the Federal Business Opportunity website for download on or after 25 June 08. The contract will consist of a basic period of performance of 180 calendar days. Contract magnitude is between $100,000 and $250,000. The successful contractor will be selected using Past Performance/Price tradeoff procedures resulting in the best value to the government. SCOPE OF WORK: The work includes, but is not limited to, the following items: a. Demolition of the existing storage area and accessories. b. Construct reinforced concrete secondary containments and slab. c. Construct reinforced concrete gutters. d. Provide and install metal grid for secondary containments and gutters. e. Clean concrete surfaces, apply prime coat and paint. f. Construct metallic structure. g. Apply prime coat and paint metallic structure. h. Provide, install, apply prime coat and paint prefabricated roof panel. i. Provide, install, apply prime coat and paint prefabricated siding and division panels. j. Provide and install ventilation grilles. k. Provide and install gate and fence. l. Provide and install emergency shower eye-wash unit. m. Install new water line from existing main pipe to the emergency shower eye wash unit. n. Provide and install fire extinguisher cabinet. o. Provide and install warning signs. p. Construct new concrete ramp. q. Provide and start up of portable pump and accessories. r. Provide and install 3x50A circuit breaker in transformer center 131. s. Provide and install prefabricated concrete manholes and cast iron cover. t. Electrical ductwork from the transformer center 131 to the manhole next to the new hazardous waste storage facility as indicated in the drawings. u. Provide and install protection and control panelboard in Hazardous Waste Storage Area. v. Provide and install fiberglass platform. w. Provide and install limit switch. x. Provide and install selector switch. y. Provide and install electric supply lines and control lines. z. Provide and install acoustic and visual signal alarm in Hazardous Waste Storage Area. aa. Provide and install interior and exterior lighting. bb. Provide and install busbar supports for tank grounding system. cc. Provide and install grounding system consisting of bare copper busbar 50x5 mm section. dd. Provide and install rods for grounding system. ee. Provide and install connection for busbar with rods by means of flexible 1x50 mm² bare copper cable by means of cadweld welding. ff. Provide pieces of bare flexible copper cable 1x50 mm² and 1 meter length and connection clamps on each end. gg. Repair elements affected by the execution of the project. hh. Final cleaning of work site. ii. Delivery of As-Built drawings The above general outline and list of Principal Features of Work in no way limits or reduces the responsibility of the Contractor to perform all work as required by the project to provide a complete and operable facility. The Government anticipates and reserves the right, to issue all solicitation documents including specifications and drawings in the English language only. A visit to the site of work will be conducted in English; the date and time of which will be announced in the solicitation documents. In order to be awarded a contract by the U.S. Government, the company must be registered in the Central Contractor Registry (CCR), contracts cannot be awarded to unregistered contractors. Registration can be made on line at www.ccr.gov NOTE: You must have a DUNS number and a NATO Commercial and Government Entity (NCAGE) Code to register. To obtain a Data Universal Numbering System (DUNS) Number you can contact Dun and Bradstreet and request one by calling: 902446688. To obtain a NATO CAGE code you must fill out the form found in : http://www.dlis.dla.mil/Forms/Form AC135.asp Failure to be registered in CCR at the time of award may delay the award and depending on the criticality of the project, may be cause to award to the next qualified best value offeror who is CCR registered. However, do not delay submitting your proposal pending receipt of a DUNS number or CAGE Code.
