Description
The Library of Congress 2008 National Book Festival Date of Festival: September 27, 2008 1 Background The U.S. Library of Congress (LOC) is organizing and supporting First Lady Laura Bush’s Annual Book Festival. LOC is requesting Wireless Data Network connectivity/Voice-Over-IP from the dome of the Jefferson Building of the LOC “the Dome” or the Madison building to the festival pavilions on the National Mall. 2. Requirements 2.1 Wireless Connectivity Requirements The LOC has a requirement for connectivity for wireless notebooks and voice-over-IP to be supplied to a maximum of 2 locations on the National Mall grounds. It is anticipated that a total of 16-20 computers will be serviced for all these areas. •LOC Book Pavilion •Media Tent (voice-over-IP) 2.2Furnished Items The Contractor will provide the following items based on information known at this time (as more information is presented, these items may be modified to provide the optimal solution): •LOC 802.11a network grid antennas (for placement at top of Jefferson Building or Madison Building) •2 802.11a network directional antennas (for placement on LOC pavilion tent) •3 802.11b/g Network Access Point (for communication of workstations) •Self supporting antenna masts for the National Mall grounds (if required) •1 VOIP Network Bridge •2 telephone handsets for VOIP Bridge •Power strips and cables to connect above components 2.3Scope of Work The scope of work and overall effort will be conducted in eight phases as follows: Phase I – Wireless Testing and Validation (7 weeks prior) Phase II – Setup of Jefferson Dome Materials (6weeks prior) – Setup of Madison Building Materials (5 weeks prior) Phase III – Setup and final positioning LOC Building Materials (4 weeks prior) Phase IV – Testing of data service to the National Mall (3 weeks prior) Phase V – Testing of VoIP services on the National Mall (2 weeks Prior) Phase VI – Setup of LOC Pavilion Materials (1 day before) Phase VII – Festival Support & Tear-Down Phase VIII – Final Report 2.3.1Phase 1- Wireless Site Survey The Contractor will perform (7 weeks Prior) a Wireless Site Survey process to determine wireless viability, positions, and settings to determine if the proposed wireless links will provide adequate bandwidth to ensure reliable network connection for the Book Festival. A combination of 802.11b, 802.11g, and 802.11a networking will be used to ensure adequate bandwidth and redundancy for the numerous locations being supported. Wireless load testing will be performed to handle network load bandwidth to include the requirement of voice-over-IP (VOIP) network bandwidth requirements of 512mb/sec. Deliverables •The Contractor will prepare a brief report detailing the findings of Phase I to include hardware components to be used, wireless settings, and the expected placement of antennas on the Jefferson Building and or Madison building. 2.3.2Phase II – Testing of the Jefferson and Madison Building Materials Based on the findings in Phase I, The Contractor will provide mount the necessary equipment and apply the configurations to them on the Jefferson Building and Madison Building. These materials will be provided and installed (5-6 weeks prior) to the festival. Preliminary testing of the wireless links will be tested from each rooftop location to determine the advantages and disadvantage from each location. Provide recommendations to the LOC on which rooftop that will be most beneficial for the event. Wireless testing from the expected LOC location will again be performed and validated. Deliverables •The Contractor will mount and provide all necessary equipment (antennas and network bridges) in the Jefferson Building and Madison Building •The Contractor will test the signal strength and connectivity from the Locations on the National Mall grounds tent Location to the Jefferson and Madison Building roof area. •The Contractor will conduct wireless surveys at all anticipated locations on the National Mall Grounds. 2.3.3Phase III – Setup and Final Positioning of LOC Building Materials Based on the output of Phase II all necessary equipment will be mounted and installed on the rooftop of the appropriate building. During this phase the Contractor will provide wireless network that will be integrated with the LOC internal network for Internet access capability. Deliverables •Activation of the wireless network. •Full setup and testing of network connectivity between the rooftop mounted equipment and the LOC network. •Full testing of all LOC computers at the LOC Pavilion location 2.3.4Phase IV- Testing of Data Service on the National Mall During this phase wireless testing of network data services will be tested form the anticipated tent locations on the National Mall grounds. Link integrity, signal strength and configuration of the wireless network bridges will be evaluated and optimized. Deliverables •Complete end to end testing and validation of data services to the National mall grounds. Full testing of all LOC computers at the LOC Pavilion location •Full testing of all LOC computers at the LOC Pavilion location 2.3.5 Phase V – Testing of VoIP Service on the National Mall During this phase wireless testing of VoIP data services will be tested from the anticipated tent locations on the National Mall grounds. Firewall requirement will be communicated and coordinate with the LOC Network Services to enable VoIP services. Configuration of the wireless VoIP equipment will be completed. Deliverables •Complete end to end testing and validation of VoIP services to the National Mall grounds 2.3.6 Phase VI – Setup of LOC Pavilion Materials Phase VI is scheduled for the day prior to the festival. The Contractor will provide the necessary staff to install the material and apply the configurations for the festival components. Deliverables •Activation of the wireless network and VoIP infrastructure. •Full setup and testing of network connectivity between LOC tents and LOC Building. •Full setup and testing of VoIP router at the LOC Pavilion Location. •Availability for testing of LOC computers at the LOC Pavilion Location. 2.3.7 Phase VII - Festival Support & Tear Down On the day of the festival, the Contractor will provide technicians to monitor all wireless network traffic and VOIP functions at the LOC pavilion and the LOC Building Deliverables •The Contractor will provide the necessary staff to monitor all wireless communications and VOIP functions •The Contractor will provide the staff to tear down all equipment, and deactivate the wireless at the conclusion of the festival. Some equipment may be removed from the festival the week after due to limitations of removing materials late in the day on the day of the festival. 2.3.8 Phase VIII- Final Report The Contractor will provide a final report of items performed for the LOC Book Festival to include problems encountered and lessons learned. All materials that are the property of LOC will be returned and signed off at this time. Period of Performance August 4, 2008 to October 3, 2008
