- The 1st Contracting Squadron at Langley AFB (LAFB) VA intends to award a sole source Government Area Wide Contract (GWAC) purchase order to Virginia Electric and Power Company, 120 Tredegar St., Richmond, VA 23219-3927 to design and install 34.5kV Switch and 34.5kV/22kV Transformer, Facility 2150. This is sole source procurement under the statutory authority of 10 USC 2304(c) as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies of Services Will Satisfy Agency Requirements and FAR Part 41, Acquisition of Utility Services. This will be a firm fixed price purchase order under GSA Contract GS00P98BSD0086. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES and no solicitation will be issued; however, any firm that believes it can meet the requirements may give written notification to the contracting officer by the established time frame. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirement listed. Please respond to this notice before 1200PM EST on 13 Jun 08. If adequate responses are not received by the above referenced date, a sole source procurement with Virginia Electric and Power Company will be pursued. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
