- The U.S. Army Communications Electronics Command and Life Cycle Management Command (CECOM LCMC) Acquisition Center Washington, on behalf of the Software Engineering Center, Belvoir (SEC-B) Centralized Acquisition and License Management (CALM) team, plans to award a contract on a sole-source basis to FrontRange Solutions, Incorporated for Heat Maintenance. Heat is required by the Project Manager, Warfighter Information Network-Tactical (PM-WIN-T) Joint Network Node (JNN) software baseline, located at Fort Monmouth, NJ. No other network management programs were found that could meet the Governments requirements. The requirement for a particular brand name item precludes consideration of a product manufactured by another company. The required software maintenance is sold only by the manufacturer, FrontRange Solutions, Inc. Heat is a near real-time trouble-ticket and system monitor software tool and provides network management and control on a Wide Area Network (WAN) and Local Area Network (LAN). It allows an organization to check and confirm the health of mission-critical networks, systems, and applications, while providing support and trouble-ticket escalation across the total organization network. In order to obtain information superiority, the current tactical communications systems must be capable of high mobility as well as joint and strategic interoperability. To gain this interoperability, modernized communications teams must use like equipment or compatible government off-the-shelf (GOTS) and commercial off-the-shelf (COTS) equipment found in the Global Information Grid infrastructure, while maintaining tactical mobility. The statutory authority for other than full and open competition is 10 USC 2304(c)(1) and FAR 6.302-1, Only One Responsible Source and no Other Supplies or Services will Satisfy Agency Requirements. This notice of intent is not a request for proposals. However, all responsible sources that can provide supporting data to demonstrate they can successfully perform the effort may submit a quote that shall be considered by the Agency. The resultant contract will be a three-year Firm-Fixed Price (FPP), Indefinite Delivery/Indefinite Quantity (ID/IQ) contract for up to $18M. The RFP will be posted at the CECOM LCMC Interactive Business Opportunity Page (IBOP) https://abop.monmouth..army.mil.
