- The US Army Office of the Program Manager Close Combat Systems (OPMCCS),Picatinny Arsenal, NJ 07806-5000 is conducting a Market Survey to identify potential sources for the Manufacture, Inspection, Testing, and Delivery of Battlefield Effects Simulators over a five year period. Manufactures should provide information on their ability to produce quantities between 50,000 and 200,000 items each year of the Hostile Fire M34 and Target Hit, White Star M35 Simulators. Additionally, manufactures should provide information on there capability to produce quantities between 50,000 and 200,000 items each year of Battlefield Effects Simulator Black Smoke and Yellow Smoke Cartridges configuration and up to 7,000 each year of items intended to simulate the light and smoke signature of a ground-launched missile. Manufacturers should also provide information on there ability to manufacture other types of pyrotechnic charges consistent with the configuration of the M34 and M35 Simulators as well as the requisite launching platforms for these simulators. The Battlefield Effects Simulators are to be manufactured in accordance with a Government Performance Specification. Prior acquisition of the M34 and M35 Simulators utilized a basic design consisting of the following:1)A plastic case containing flash powder to simulate a tank round being fired.2)A plastic case containing stars to simulate a target being hit. Performance characteristics of the proposed design shall meet the following criteria: 1)Interface: The M34 and M35 and other Battlefield Effects Simulator Pyrotechnic Cartridges must be compatible with the existing and fielded Omega 60 launching platform as described in the System Specification for Battlefield Effects Simulator (BES) Omega 60 B/2 ERETS & FASIT and M34 (LA34) & M35 (LA53) Cartridges and as prepared by US Army Simulation, Training, and Instrumentation Command. 2)Operating Environment: The M34 and M35 Simulators and other Battlefield Effects Simulators shall function reliably in the hot, basic, and cold climate conditions. 3)Fragmentation: The M34 and M35 Simulators and other Battlefield Effects Simulators shall not produce fragments hazardous to personnel beyond a distance of one (1) meter. 4)Heat Flux: The M34 and M35 Simulators and other Battlefield Effects Simulators shall not produce excessive heat hazardous to personnel beyond a distance of one (1) meter. 5)Products of Combustion: The M34 and M35 Simulators and other Battlefield Effects Simulators shall not produce hazardous gaseous or solid residue productions when functioned. The products of combustion produced by all pyrotechnic simulators shall be acceptable to the Surgeon General. 6)Noise Hazards: The impulse and steady-state noise levels generated when the M34 and M35 Simulators and other Battlefield Effects Simulators are functioned shall be clearly defined and shall fall within the accepted limits of MIL-STD-1474 requiring hearing protection within one (1) meter. 7)Optical Radiation: The M34 and M35 Simulators and other Battlefield Effects Simulators shall not produce excessive optical radiation hazards. 8)Explosive Ordnance Disposal (EOD): The M34 and M35 Simulators and other Battlefield Effects Simulators shall be safe to handle, pickup, and transport by EOD personnel after application of EOD render safe procedure(s) or after one-quarter (1/4) of an hour wait period. 9)No-fire: The M34 and M35 Simulators and other Battlefield Effects Simulators shall not be initiated with a DC electric current of 1,000 milliamperes for the duration of five (5) seconds. 10)Personnel electro-static Discharge: The M34 and M35 Simulators and other Battlefield Effects Simulators shall not be initiated by an ESD of 25,000 volts and 156 millijoules in any of its storage, shipping, or handling configurations. 11)Hazards of Electromagnetic Radiation to Ordnance (HERO): The M34 and M35 Simulators and other Battlefield Effects Simulators shall withstand initiation from external radio frequencies (RF) levels per the criteria of MIL-STD-464, Table 3A (unrestricted, average fields). 12)Reliability: The M34 and M35 Simulators and other Battlefield Effects Simulators shall have a functional reliability of no less than 0.90 with a 0.90 confidence. 13)Insensitive Munitions (IM): The M34 and M35 Simulators and other Battlefield Effects Simulators shall meet the IM criteria established in MIL-STD-2105. 14)Shelf Life: After five (5) years of controlled storage and two (2) years of uncontrolled storage, the M34 and M35 Simulators and other Battlefield Effects Simulators shall be safe for transportation, storage, and handling and shall function normally in hot, basic, and cold climate conditions. 15)Color: The M34 and M35 Simulators and other Battlefield Effects Simulators shall be white. 16)Final Hazard Classification (FHC): The M34 and M35 Simulators and other simulators shall comply with the following hazard classification when packaged in commercial packaging or in accordance with packaging requirements in the contract (as appropriate):DOD Hazard Class/Div/SCG:1.4G Responses should include their current business structures: (a) name of Company-include contact persons name, company address, telephone numbers (voice and fax), e-mail address, (b) Company size (i.e. large, foreign, small disadvantaged, veteran owned, woman owned, etc). Included in the submission should be current major manufacturing processes, critical skills and equipment, and current production capabilities, which should include the maximum production rate attainable and minimum sustaining rate. A description of the companys capabilities in R&D, manufacturing, and testing should also be included. Also identified should be the organizations facilities, equipment, unique capabilities, environmental concerns, storage, shipping, receiving and other support functions, such as testing capabilities for conducting acceptance testing of inbound raw materials and the end products. This market survey is for information and planning purposes only, does not constitute a Request for Proposal (RFP), and is not to be construed as a commitment by the U.S. Government. The Government implies no intention or opportunity to acquire funding to support current or future production efforts. If a formal solicitation is generated at a later date, a solicitation notice will be published. No award will be made as a result of this market survey. All information is to be submitted at no cost or obligation to the Government. The Government reserves the right to reject, in whole or in part, any private sector input as a result of this market survey. The Government is not obligated to notify respondents of the results of this survey.
