Description
This solicitation is being advertised as a competitive HUBZone set-aside inviting all qualified HUBZone certified firms to submit proposals. This solicitation is a source selection procurement requiring both technical and price proposals. Award of a contract is contingent upon receipt of the DD Form 1391 and the environmental review for the project. This project is designated as a swing project, which may be awarded in Fiscal Year (FY)2008 or may be awarded in FY2009, dependent upon the availability of funds. The NAICS Code is 237990 and the corresponding size standard is $31.0M average annual receipts over the last 3 fiscal years. The anticipated scope of work may include, but is not limited to all labor, supervision, tools, materials, and equipment necessary to provide for selective removal work, concrete rehabilitation, metal fabrications, operational testing of the capstan brake systems, skid resistant epoxy coating, polymer modified Portland cement coating, electrical work, and incidental related work. The Government intends to issue the RFP on or about June 27, 2008 and intends to hold a one-time site visit approximately 1 week thereafter. Therefore, if you are interested in attending the site visit, please submit the information on each attendee on the attached sheet and have an officer of the firm certify that the information submitted is accurate. Please submit the required information no later than June 27, 2008 to norine.horikawa@navy.mil. Name and Social Security Number of Person; Date and Place of Birth; and Citizenship. Please be advised that due to security requirements, requests to attend the site visit received after this date will not be processed. All attendees must be American citizens in order to attend the site visit. More information will be posted to this website as amendments to this synopsis. It is the Offerors responsibility to check the website for any updates. The basis of award is to the Offeror whose proposals, conforming to the RFP, provides the best value to the Government, considering both price and technical factors. The Offeror must be a certified small business HUBZone certified firm at time of initial proposal submission and at time of award of a contract. The technical evaluation factors are anticipated to be: FACTOR A: Past Performance; FACTOR B: Experience and Qualifications; FACTOR C: Management Plan and Project Schedule. Price proposals will consist of lump sum pricing. When combined, the technical evaluation factors will be considered approximately equal to price. The magnitude of construction is between $4,000,000 and $7,000,000. The Request for Proposal (RFP), CD-ROM only, will be available on or about June 27, 2008. The request for CD-ROM may be sent via electronic mail to norine.horikawa@navy.mil. Requests shall include company name, mailing address, telephone number, facsimile number, RFP No., and project title. Also indicate if you are prime, subcontractor, or supplier. All requests will be sent via US Mail or may be picked up at the contracting office at Building A-13, Radford Drive, behind the NEX. Allow at least ten days for mailing from the date your request is received. Failure to provide any of the above information, as indicated, may delay the processing of your request and is at no fault of the Government. ANY REQUEST FOR SOLICITATION RECEIVED WITHIN 10 WORKING DAYS PRIOR TO THE CLOSING DATE WILL BE PROCESSED IN ACCORDANCE WITH THE ABOVE PROCEDURES. HOWEVER, THERE IS NO GUARANTEE THAT THE RECIPIENT WILL RECEIVE THE SOLICITATION PRIOR TO THE CLOSING DATE. TO THE MAXIMUM EXTENT POSSIBLE, AMENDMENTS WILL BE POSTED ON THE WEB SITE http://www.neco.navy.mil or https://www.fbo.gov. FOR DOWNLOADING. THIS WILL NORMALLY BE THE ONLY METHOD OF DISTRIBUTING AMENDMENTS. THEREFORE, IT IS THE OFFEROR'S RESPONSIBILITY TO CHECK THE WEB SITE PERIODICALLY FOR ANY AMENDMENTS TO THIS SOLICITATION.
