MARYBRINKLEY'S CONTACT INFORMATION IS IN THE BODY OF THIS SOLICITATION***********NASA/MSFC has a requirement to purchase a Cumulative Helium Leak Detector 700H CHLD. The basic system consists of a mass analyzer, modified cryo pump, turbopump/mechanicalpump, gauging and inlet chamber. The mass analyzer and valving are computer controlled. The operation of the pump is automated. Taking advantage of our high sensitivity, theHowl-Mann equation indicates bombing times under an hour for 0.1 cc packages tested to anAir equivalent leak rate of 1.0E-9 atm-cc/sec.For UB and smaller packages, the bombingstep is just minutes. If you are sealing Helium in the package the bombing step is notrequired. The inlet chamber is pumped down with a modified cryo pump which does not pumpHelium. The resulting gas is analyzed with the mass analyzer, and in this mode ofoperation leaks from 1.0scc/sec to less than 4.0E-14scc/sec can be measured. The secondmode of operation routes the gas through the analyzer chamber first and enables theanalyzer to test for any gas (i.e., Freon if parts have been gross leak tested using theFreon/bubble techniques.) This second mode is also helpful if parts have been filledwith Krypton, Zenon or other gas mixtures. Calibration for Helium leaks is very simple. A standard leak is connected to the inlet and the slope of the Helium curves is measured. The measured slope is linearly proportional to the measured leak. The computer softwarecorrects for the temperature coefficient of the standard leak when computing the result.1. Standard System, Model 700H CHLDa. Mass Range 1-100AMUb. Helium Leak Range 1.0scc/sec to 4.0E-14scc/secc. Throughput capability 4500 pieces in a 20 hour period including recordingserial numbers and unwrapping ESD packing. If no serial number record is required andthere is no packaging to unwrap throughput increases to 12000 parts in a 20 hour period. Competition is impractical for the following reasons: Pernicka offers the only CHLD system that meets the technical requirements forhermeticilty testing. Pernicka Corporation was identified as the only company who canprovide an instrument that utilizes a nondestructive test method to perform both fine andgross leak tests on sealed packages and components. Currently this is the onlyinstrument on the market capable of reporting data within the range of the newspecification limits mandated by the Defense Supply Center Columbus (DSCC) as defined inthe revised version of MIL-STD-750. The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing Mary.M.Brinkley@nasa.gov, or fax to 256 544-4401 no later than 4:00p.m. CST on June 17, 2008.
