Description
NAICS Code: 336120 NAICS code is 336120: The US Environmental Protection Agency (EPA), Office of Air & Radiation (OAR)-National Vehicle and Fuel Emissions Laboratory (NVFEL), intends to negotiate, on a sole source basis, under the authority of FAR 13.106-1(b)(1), with Navistar-ICCorporation, 4201 Infield Rd., Warrenville, Il 60555-4025, through CAPITAL CITY INTL. TRUCKS, INC, 1700 North Grand River Ave, Lansing MI 48906, to procure a specific Navistar-IC PC5 shuttle bus chassis. EPA has entered into a Cooperative Research and Development Agreement (CRADA) with the California South Coast Air Quality Management District, California Air Resources Board, Eaton Corporation, Navistar-IC Corporation, and the U.S. Army to develop and evaluate the effectiveness of a highly efficient hydraulic hybrid shuttle bus with an advanced HCCI engine. In the demonstration portion of this research partnership, the Navistar-IC "2009 INTEGRATED HC C BUS (PC505)" shuttle bus will be used to evaluate the on-the-road effectiveness of EPA's advanced hydraulic hybrid and HCCI engine technology. EPA must procure a specific Navistar-IC shuttle bus chassis to meet the agreements of the partnership with Navistar. This is not a request for proposal. However, any firm believing itself capable of meeting EPA's requirement may submit technical documentation to establish the potential of complying with the specifications. Such documentation must be submitted to the point of contact within 10 days of the posting of this notice. A determination not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered only for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis.
