- The National Cancer Institute (NCI) plans to procure on a sole source basis, Human CNV370-Duo DNA Analysis BeadChip and Reagents with Illumina, Inc; 9885 Towne Center Drive; San Diego, California 92121. The supplies are herein are being procured in accordance with the simplified acquisition procedures authorized by FAR Part 13.106-(b) (1). The North American Industry Classification System Code is 325413 and the business size standard is 500 employees. The purpose of this requirement is for the NCI laboratory to undertake a micoarray genotyping project to identify Single Nucleotide Polymorphisms (SNP’s) predisposing for sporadic papillary serious ovarian cancer. The Illumina Human CNV370-Duo platform provides the most complete, accurate, and detailed analysis of the specimens. The Human CNV370-Duo DNA Analysis BeadChip and Reagents contains over 370,000 informative SNP markers spanning the human genome. This set design uses polymorphic markers derived from Phase I and II of the HapMap project/study and additional content covering copy variant regions of the genome. The manufacturing technology, array design, and detection methods of the Illumina arrays are entirely owned by Illumina Inc. Furthermore, it is not known to the NCI that there are any licensed systems, instruments, or arrays offered by third party providers that are able to use any component of the Illumina BeadChip genotyping system. In addition, in order to satisfy the requirements of the HapMap project/study and ensure the data generated can be incorporated into an extensive pre-existing database derived using the Human CNV370-Duo DNA Analysis BeadChip and Reagents platform, the proposed project must adhere to the conditions, reagents, and array platform previously used. Otherwise, subsequent data analysis and clinical validation will be compromised. Changing variables at this time will de detrimental to the current HapMap project/study. This is not a request for competitive quotation. However, if any interested party believes it can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow the researcher to determine if the party can meet this requirement. One (1) original and one (1) copy of the capability statement must be received in the contracting office by 1:00 p.m. ET on June 26, 2008. It is the vendor’s responsibility to ensure questions have been received. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. In order to receive an award, contractor must have valid, updated registration and certification in the Central Contractor Registration (CCR) and the Online Representations and Certifications Application (ORCA).
