Description
1. Objective The objectives of the proposed effort are as follows: 1)Satisfy an immediate need for technical support in the GSA Portfolio Management Division on matters relating to construction cost estimating, cost analysis, and cost evaluation. GSA (General Services Administration) is the same as “Government”. 2)Satisfy an immediate need for preparation of Independent Government Estimates (IGE) to support and evaluate bids and other cost proposals for construction projects. 2. Statement of Work The contract’s scope of work includes the following major work items: a.The Contractor shall provide construction cost estimating services as identified in Paragraph 2(b) below under the following general terms and conditions: Duty Station:The duty location shall be 450 Golden Gate Avenue, San Francisco, CA. GSA shall make space available at this GSA office location for Contractor’s personnel. Duration:The Contractor shall provide the services for a period of one (1) year. Training:The Contractor is responsible to ensure that the personnel providing the services have the proper specialized education and training in construction cost estimating. In addition, Contractor’s personnel shall have significant and substantial experience in estimating costs for renovation projects typical of office buildings and related commercial facilities. Training and experience shall be at a high level such that minimum technical supervision and technical guidance shall be required by GSA. Approval:GSA shall interview and approve the proposed personnel who are to provide the cost estimating services prior to commencement of services. Office Space,Equipment & Supplies: GSA shall provide all necessary office space, postage, telephones, copiers, computer equipment and general office supplies for use by the Contractor as needed to fulfill this Scope of Work. Other Duties:The primary duties of the Contractor are outlined below. b.The services required shall include, but are not limited to the following: 1. Analyze construction drawings, specifications, and other technical documentation to prepare time, cost, materials, and labor estimates for repair and alteration projects in federal buildings, courthouses, border stations, and similar commercial facilities. 2. Assess cost effectiveness of products, projects or services, tracking actual costs relative to bids as the project proceeds through construction. 3. Work with various interested groups including management to formulate estimates and resolve construction budget issues. 4. Confer with engineers, architects, owners, contractors and subcontractors on changes and adjustments to cost estimates. 5. Prepare estimates used by GSA management for purposes such as planning, organizing, and scheduling work. 6. Prepare estimates for use in selecting contractors. 7. Review material and labor requirements, to decide most cost-effective approach for construction. 8. Prepare analysis and evaluations at regular intervals for the duration of the project. 9. Assist in the cost monitoring and reporting systems and procedures. 10. Assist with studies as needed to effect cost reduction in projects. c.Assist the Contracting Officer (CO) and Contracting Officer’s Technical Representative (COTR) throughout all phases of the projects to ensure that documents produced are acceptable to GSA and comply with all applicable statutes, regulations, guidelines (as per Federal Acquisition Regulations, FAR) and significant judicial decisions. d.Attend meetings and respond to questions as required on assigned projects. e.Review construction cost documents and provide written comments in a timely manner to meet project schedules and deadlines. f.Prepare and maintain a detailed and comprehensive construction cost file for each assigned project. 3. Confidentiality of Procurement-sensitive Information Government cost estimates are procurement-sensitive information under federal regulations, must not be disclosed to others, under possibility of legal penalties. The Contractor is required to protect the non-public nature of such information. The Contractor shall take all reasonable precautions to insure that there is no disclosure of procurement-sensitive information.
