Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation is being advertised as a Service Disabled Veteran Owned Small Business set-aside in accordance with the provisions and clauses current with FAC 05-25. The work to be performed is as follows: STATEMENT OF WORK Painting of UH60 Exterior Strip and Paint outside of aircraft. Interior Scuff, Sand and Paint. Paint in accordance with TM 55-1500-345-23. Include removal and reinstalling of blades, cowlings, seats, panels, etc. required to gain access for priming and painting. Surface prep will be performed in accordance with TM 55-1500-345-23 in a manner that will not harm the aircraft. If P.M.B. is required, it will be performed in accordance with AMCOM Engineering Directive AED-A1116. After surface prep and prior to painting all surfaces shall be inspected for corrosion, any uniform surface corrosion found shall be removed and treated in accordance with TM 55-1500-345-23/TM 1-1500-344-23. Any corrosion that is found to be pitted, intergranular or galvanic shall be brought to the attention of the customer for inspection and evaluation. Marking and stencils shall be in accordance with TM 55-1500-345-23. All stencils to be digitally reproduced on vinyl which will be used to spray the markings for each aircraft. Vendor shall be responsible for all Hazmat used in the painting process. Customer will have the right to inspect the aircraft at any phase of the painting operation. Paint could used on the aircraft are: Green # 37038 MIL-DTL-64159 Black #37034 MIL-DTL-64159 Primer MIL-P-23377F Non-skid: A-A-59166. The Government shall deliver the aircraft to the vendor's location and expects a 17 day period of performance to complete the painting of the aircraft a pilot will return to the vendor's location to inspect and accept the work performed. Evaluation factors are as follows: Offerors must provide information requested in provisions 52.212-3 to certify that they are a Service Disabled Veteran Owned Small Business to be considered for the contract award. The vendor must provide a minimum of three Past Performance references of similar work performed by your company; reference information to include name of agency or company, telephone number and name of an individual that has technical knowledge of your performance. The Government may use any other past performance information at it's disposal for it's overall past performance evaluation. Pricing. The government intends to award the contract without discussion but may conduct discussion if it is determined to be necessary. The government shall award a contract based upon a best value sourcse selection with past performance being equal to price in making that determination. MANPOWER REPORTING - The contractor shall offer a quote for Manpower Reporting as instructed -The Office of the Assistant Secretary of the Army (Manpower & Reserve Affairs) operates and maintains a secure Army data collection site where the contract will report ALL contractor manpower (including subcontractor manpower) required for performance of this contract. The contractor is required to completely fill in all the information in the format using the following web address: https://contractormanpower.army.pentagon.mil The required information includes: (1) contracting Office, Contracting Officer, Contracting Officers Technical Representative; (2) Contract number including task and delivery order number; (3) Beginning and ending dates covered by reporting period; (4) Contractor name, address, phone number, e-mail address, identity of contractor employee entering data; (5) Estimated direct labor hours (including sub-contractor); (6) Estimated direct labor dollars paid this reporting period (including sub-contractors); (7) Total payments (including sub-contractors); (8) Predominant Federal Service Code (FSC) reflecting services provided by contractor (and separate predominant FSC for each sub-contractor if different); (9) Estimated data collection cost; (10) Organizational title associated with the Unit Identification Code (UIC) for the Army Requiring Activity (the Army Requiring Activity is responsible for providing the contractor with its UIC for the purposes of reporting this information); (11) Locations where contractor and sub-contractors perform the work (specified by zip code in tine United States nearest city, country, when in an overseas location, using standardized nomenclature provided on website): (12) Presence of deployment or contingency contract language; and (13) Number of contractor and sub-contractor employees deployed in theater this reporting period (by country). As part of its submission, the contractor will also provide the estimated total cost (if any) incurred to comply with this reporting requirement. Reporting period will be the period of performance not to exceed 12 months ending September 30 of each government fiscal year and must be reported by 31 October of each calendar year. Contractors may use a direct XML data transfer to the database server or fill in the fields on the website. The XML direct transfer is a format for transferring files from a contractors systems to the secure web site without the need for separate data entries for each required data element at the web site. The specific formats for the XML direct transfer may be downloaded form the web site.
