This procurement is being conducted under theSimplified Acquisition Procedures (SAP). This announcement constitutes the onlysolicitation; offers are being requested and a written solicitation will not be issued. This procurement is NOT set aside for small business. Please see the Solicitation Instructions that follow the specification portion of thissolicitation. DELIVERY SCHEDULE AND FOB POINT:Delivery to NASA Glenn Research Center is required within 3 to 4 months from date ofcontract for line item 001. Delivery to NASA Glenn Research Center may be required within3 months from date of contract for line item options 004-012.Delivery shall be FOB Destination, NASA Glenn Research Center.The Contractor shall install the X-Ray Diffraction System and at NASA GRC within 30 daysafter delivery. Actual date(s) of installation shall be by mutual agreement between theGovernment and Contractor.SOLICITATION INSTRUCTIONS:Note for those proposing advance payments: FAR limits advance payments for commercialitems to not greater than 15 percent of the total price for the item. If as part of yournormal business practice, you require payment in advance, do NOT exceed this limitation.Note for those proposing shipping costs: any costs for shipping shall be included in thequoted price of each item. DO NOT quote shipping separately.Note to those proposing their terms and conditions: provide a copy of such for evaluationby the Government. The Government is NOT subject to state sales tax or laws of aspecific state. Therefore, either line out such language or clearly state what terms arenot subject to the Government for the instant procurement. Note to those offering imported items or items subject to duties, freight and insurance: The proposed price SHALL include all duties and shipping and costs. The Government isself insured and does not pay extraordinary insurance other than that already included innormal shipping practices.Note to those offering installation at the Government facility: The proposed price SHALLinclude all necessary travel, per diem amounts, labor etc. In your proposal clearlystate the number of people and number days they will be installing the equipment at NASAGRC. Clearly state any travel costs and whether these are air fare or other mode oftransportation and the per diem rate used. EvaluationCommercial Items (Jan 1999) (a) The Government will award a contract resulting from this solicitation to theresponsible offeror on a BEST VALUE basis. Test data submitted will be analyzed to further evaluate and confirm the ability of thesystem to meet or exceed the minimum specifications.In determining best value, consideration shall be given but not limited to: detectordynamic range that exceeds the minimum specifications; length of time required for x-raytube point/line reconfiguration, x-ray tube changes, and x-ray tube conditioning; x-raytube reconfiguration ergonomics; the extent of system expandability; the terms andconditions of the warranty for both the overall instrument and the x-ray tubes.The awardee is required to have a technically acceptable offer and have acceptable pastperformance. Technical acceptability will be determined by a review of the informationsubmitted by the offeror providing a description in sufficient detail to show that theproduct offered meets the Government's requirement (see specifications above).It iscritical that offerors provide adequate detail to allow evaluation of their offer. (SEEFAR 52.212-1(b)). Technical, past performance and best value, when combined, areapproximately equally important than price. (b) Evaluation of Options. (July 1990) The Government will evaluate offers for award purposes by adding the total price for alloptions to the total price for the basic requirement. The Government may determine thatan offer is unacceptable if the option prices are significantly unbalanced. Evaluation ofoptions shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished tothe successful offeror within the time for acceptance specified in the offer, shallresult in a binding contract without further action by either party. Technicalacceptability will be determined by information submitted by the offeror providing adescription in sufficient detail to show that the product offered meets the Government'srequirement as well as the test data and other documentation shown below. All equipmentshall be new. Used, reconditioned, or remanufactured equipment will not be consideredfor award.It is critical that offerors provide adequate detail to allow evaluation of their offer.(SEE FAR 52.212-1(b)).Unless otherwise stated in the solicitation, for selectionpurposes, specifications, total price, and past performance are essentially equal inimportance. (e). A written notice of award or acceptance of an offer, mailed or otherwise furnishedto the successful offeror within the time for acceptance specified in the offer, shallresult in a binding contract without further action by either party. Test Data & Other Documentation: Quoters are required to submit test data with their quotations. The Government willevaluate the results of this data, in accordance with the documentation required undernumber 2 in determining the quotation that provides the best value to the Government. Tests shall be performed and test data provided in accordance with the following:(a). Test data shall be collected using an instrument identical in specification to thatbeing proposed by the Contractor. Tests shall be performed at no cost to the Government.(b). Tests shall be performed using NIST SRM 660a (LaB6) and NIST SRM 1976 (corundum testplate). Quoters shall be responsible for obtaining these SRMs for the required tests.All instrumental and scan parameters for all data shall be supplied. The data shall beprovided in the ascii text format (x, y columns). (c). Both of the following tests shall be completed:(1)Individual peak scan on SRM 660a Shall demonstrate a resolution of 0.03 degrees or less FWHM on the 100 reflection of NISTSRM660a LaB6, using Cu radiation. The system radius and all other settings and systemparameters for this test shall be reported.(2)Individual peak scan on SRM1976 At the same system radius used in the SRM 660a performance test, the detector shallrapidly collect data of high resolution from a NIST 1976 corundum plate using Curadiation operated at 45 kV and 40 mA from 20 to 160 degrees 2-theta. The step size shallbe 0.01 degrees or less. The system radius and all other settings and system parametersfor this test shall be reported. The collected data shall meet the followingspecifications:a) The most intense reflection shall have peak intensity greater than 5,000counts. b) The ratio of the peak area of the (012) reflection to the (104) reflectionshall be within 5 percent of the ratio in the NIST Certificate of Analysis. c) The background shall be less than 150 counts between 20 and 22 degrees2-theta.d) The resolution shall be set so that the K-alpha one and K-alpha twopeaks for the (116) reflection are sufficiently resolved so that the valley between thepeaks is 30 percent or less of the K-alpha two peak. e) The time taken for the measurement shall be less than 5 minutes.(d). Environmental Conditions:Quoters shall provide the environmental conditions thatare required for their equipment to meet the minimum specifications required by thesolicitation.MISCELLANEOUS:Questions regarding this acquisition shall be submitted in writing no later than 2 daysafter the posting date of this notice.
