Description
The US Army Special Operations Command, Fort Bragg, North Carolina, has a requirement for All Terrain Vehicle (ATV) Tactical Mobility Training necessary to accomplish combat capability in preparation for future combat deployments in support of Operation Enduring Freedom (OEF). This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. All quotes must reference Request For Quotation number H92239-08-T-0033. Solicitation document and incorporated provisions and clauses are those in effect through FAC 2005-25 effective 22 May 2008. It is the Contractor’s responsibility to be familiar with all applicable clauses and provisions. Full text clauses are available at farsite.hill.af.mil. The North American Industry Classification System Code (NAICS) is 611699. Size Standard is $6.5M. This requirement is 100% set aside for small business. REQUIREMENT: The contractor shall provide all instructors, training areas, training material, and supplies not identified as Government furnished property. The contractor shall train each soldier to effectively maneuver, conduct field maintenance, understand vehicle limitations, and apply training concepts in a combat simulated environment. The course shall instruct on general preventative maintenance, ATV inspection, controlled riding attack and dynamic balance techniques, and operation in rough terrain. The ATV training will prepare the battalion in its mission essential tasks and allow the individuals to conduct training focusing on mission requirements. The course shall provide specialized instruction in maintenance, usage, and limitations of several ATV platforms. When course is completed, individuals will possess a rudimentary understanding of maintenance and operation of several ATV platforms. The Program of Instruction (POI) shall include at a minimum: ASI certification; general and breakdown field repair; proper driving techniques, rough terrain operation, towing, and winching; driving equipment in full kit (e.g. body armor loaded), weapons, and helmet); day and night driving with night vision goggles; and loading and unloading ATV’s onto military vehicles. INSTRUCTOR REQUIREMENTS: The contractor shall provide instructors who are knowledgeable of the applications of ATV use in Battle Theater; who specialize in maintenance and limitations of several different ATV platforms; and are able to instruct on safe operation while operating an ATV, on controlled riding attack, and on dynamic balance. Instructors shall be experienced in overcoming obstacles, shall teach proper body position and teach maintaining control to prevent injuries. CLASS SIZE: Training shall be provided for a total of 72 personnel. NUMBER OF CLASSES: Six. TEACHER TO STUDENT RATIO: The preferred teacher to student ratio is one teacher to every three students. CLASS LENGTH: Training shall be conducted during a three day period consisting of 8 hours of daylight training on the first day, 8 hours of daylight training plus 6 hours of night time training (14 hours total) on the second day, and 8 hours of daylight training on the third day, for a total of 30 hours of training per each class per week. Each student shall spend at least 20 hours operating the ATV’s. PERIOD OF PERFORMANCE: Training shall be accomplished during the period 14 Jul 2008 through 22 Aug 2008. LOCATION OF TRAINING: Training shall be conducted at a contractor provided off-site training facility. The training area shall consist of a combination of sandy, clay, rock, paved, and hilly terrain. The contractor shall provide a suitable and safe location for the training. The contractor shall provide sufficient detail of the proposed training location in their quote to determine suitability in accordance with the terrain features above. CONTRACTOR PROVIDED EQUIPMENT: The contractor shall provide ATV'S of various models, course instruction, transportation from various training sites, all required safety equipment, water, and meals. Meals shall be provided as follows: Training Day 1 - Cold lunch with beverages. Training Day 2 - Cold lunch and hot dinner, with beverages. Training Day 3 - Hot breakfast and cold lunch with beverages. The contractor shall provide commercial lodging for the second night of training. Lodging shall be within a short distance from the training location. The contractor providing transportation to and from the lodging facility. Contractor shall provide ATV platforms for training, fuel, maintenance for equipment and parts. Contractor shall furnish a classroom facility suitable to train students. Classrooms will include desks, chairs, heat, AC and latrines. The contractor shall be responsible for all maintenance and repair of contractor provided equipment and facilities. SAFETY: Contractor's quote shall include a safety plan outlining the procedures that are in place to ensure safety and react to medical emergencies. Safety plan shall include the location of the nearest emergency medical facility. LOCATION AND FACILITIES: The facility and training site should be within a short drive of Fort Bragg, NC; preferably under fifty (50) miles to facilitate the return of the students to Ft. Bragg after training day one. Training site shall be suitable to conduct training scenarios, which will replicate realistic situations that occur daily on the battle field in OEF/IEF or in any unconventional environment. GOVERNMENT FURNISHED EQUIPMENT: The Government will provide military equipment such as night vision goggles, radios, and individual combat gear for each student. The government will provide military vehicles for training in on and off loading of vehicles. All students shall have a valid civilian driver’s license. The government will provide one personnel per training cycle to assist with medical coverage in case of injury. TRANSPORTATION: The Government will provide transportation for Government personnel from Fort Bragg, NC, to the contractor’s initial training location and return to Ft. Bragg, NC. The contractor shall provide transportation from the initial location to any/all other contractor training locations. PROVISIONS AND CLAUSES INCORPORATED BY REFERENCE: The following Federal Acquisition Regulation (FAR) provisions are applicable to the acquisition: 52.212-1, Instructions to Offers-Commercial Items; 52.212-2, Evaluation Commercial Items, with the following evaluation factors inserted in paragraph (a) of the provision: "Award will be made to the responsive, responsible offeror whose quote conforms to this solicitation and is the "Best Value" to the Government. The following evaluation factors in descending order of importance will be used to evaluate offers: (1) technical capability (2) price and (3) past performance. Technical capability is defined, in order of priority as: (1) contractors ability to meet, or exceed, the required program of instruction (2) suitability of the training location; and (3) documented corporate technical experience in conducting the requested training. Technical capability will be evaluated for use in the best value determination. To be rated technically acceptable, the submitting bidder shall demonstrate recent experience in the requested training and shall provide past performance information and shall meet the minimum requirements outlined in the solicitation. Technical acceptability will be determined by the government during technical review. To be considered for award, the contractor shall have an active registration in the Central Contractor Registration (CCR). Quotes shall include: (1) letter signed by an individual authorized to bind the organization, with a schedule of offered items to include unit and total price, (2) completed Representations and Certifications, and (3) acknowledgement of any amendments that may be issued. To assist the Government in the technical review, contractor’s quote shall include the proposed plan and method of instruction, instructor to student ratios, key personnel qualifications, proposed course schedule, specifics of the proposed training location, and relative past performance. Quotes not containing adequate information to be used in the technical evaluation process may be eliminated from competition. The technical volume shall not contain cost or pricing data. Questions concerning this acquisition shall be submitted in writing and e-mailed to the contracting officer’s address provided no later than 17 Jun 2008. Telephonic questions pertaining to the technical requirement of this solicitation will not be answered. All answers will be provided via an amendment to the solicitation.
