Description
The Internal Revenue Service (IRS) has a requirement for Double-Take Software and NSI Professional Services. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation for this requirement; proposals are being requested and a written solicitation will not be issued. No solicitation document exists and requests for same will be considered non-responsive. This solicitation is issued as a Request for Quotes (RFQ) and the solicitation number is TIRNO-08-Q-00119. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-21. The IRS has a need for the following items: CLIN 0001- Double-Take Server Recovery Option with first year maintenance, Item Number DT4-SRO-AO, Quantity 2 CLIN 0002 – Double-Take Server Edition with first year maintenance, Item Number DT4AS-PRE-B, Quantity 14 CLIN 0003 – NSI Professional Services-Implementation for two Double-Take for Windows Licenses, Item Number PS-Implem-C00, Quantity 2. The IRS-Office of Chief Counsel has a need to use the brand-name “Double-Take” software because of the following reasons: 1.Double-Take software provides multiple levels of data compression, rather than a simple on/off, which gives the ability to set compression levels based on the type of data and replication requirements unlike all other replication products. 2.Unlike all other replication products, Double-Take software has better flexibility in allowing different scheduling settings per replications set, as opposed to having one scheduling setting for all sets. 3.Double-Take software provides full support for New Technology File System (NTFS) encrypted files unlike other replication products. 4.Double-Take software supports File/Print, Exchange, and SQL server replication with the same license unlike other replication products. 5.Unlike other replication products, Double-Take software supports both Full Server Failover of files and applications, as well as Server Recovery Option to recover the entire server contents, including the operating system. 6.Double-Take software is one of the few replication products with multiple Microsoft certifications and is the industry leader in data replication software. QUOTE PREPARATION: Offerors shall prepare quotes in accordance with FAR provision 52.212-1, Instructions to Offerors-Commercial and shall include a completed copy of the provision 52.212-3, Offeror Representations and Certifications—Commercial. Responses that do not contain this information will be considered non-responsive. EVALUATION: Offers will be evaluated in accordance with FAR Provision 52.212-2 with the following significant evaluation factors: Technical and Cost. Award will be made to the lowest priced, technically acceptable offer. The contractor will be required to comply with FAR clause No. 52.212-4, Contract Terms and Conditions--Commercial Items, in its entirety. Under FAR clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders--Commercial Items, the contractor shall comply under paragraph (b) with the following FAR Clauses: 52.203-06, 52.219-8, 52.222-3, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-09, 52.233-3 and 52.239-1. Quotes should be sent to: Internal Revenue Service, Office of Procurement, 6009 Oxon Hill Road, Oxon Hill, MD 20745, Attn: Edward S. Ortiz, OS:A:P:I:F:A, before 04:30 p.m., E.D.T., Monday June 16, 2007. E-mail quotes will not be accepted. Offerors may submit facsimile quotes to this solicitation to 202/283-4427, attention Edward S. Ortiz. These responses must arrive at the place and by the time specified in this solicitation. These responses must contain required signatures. Facsimile bids that fail to furnish required representations, information, or reject any of the terms, conditions, and provisions of the solicitation may be excluded from consideration. The reference number for this request for quote is TIRNO-08-Q-00119. Questions regarding this solicitation must be submitted in writing by June 13, 2007.
