- The USCG C2CEN anticipates awarding a sole source contract for training and consulting. The rational is that this training and consulting is a follow-on to build on training and consulting that was given previous on this same special project. Attached below is the Justification Document JFOC. This document has been saigned by the Div Chief andf the Warranted Contracting Officer. It is in the best interest of the USCG/Federal Government to award this contract for this training and consulting to American Training Alliance Cage Code 0SD56. Justification for other than Full and Open Competition Ref: PR# 21-08-448THA332 Overview and Background C2CEN’s System Life Cycle Management Plan (SLCMP) Implementation Team was chartered to address the following major objective in C2CEN’s 2008 Strategic Action Plan. Establish (CY08) and then institutionalize (CY09) a standard business process to build integrated C2 products and deliver services that meet sponsor requirements on time, within budget, and in a repeatable fashion. •Document the System Life Cycle Management Plan (SLCMP) and ensure alignment with COMDT policies including SDLC. •Ensure that every C2CEN employee understands, has access, and follows all engineering development doctrine and processes. •Each C2CEN branch and person understands their role/responsibility. •Standardized project and budget execution aligned with SDLC. •Align with other COE engineering development and support processes. Our level of success on this objective will impact our ability to plan and take on additional work, respond to the Coast Guard’s Logistics Transformation, and establish C2CEN as the integrator for all command and control systems in the Coast Guard. Since February 26, 2008, Mr. Roger Kirkham has trained and consulted with our SLCMP Team to integrate his project management principles, CG-6's System Development and Life Cycle Plan (SDLC), and our System Life Cycle Management Plan (SLCMP) into C2CEN's first ever standard Project Management Process (PMP). The team and C2CEN division officers are currently implementing his recommended C2CEN project roles and delivery plan. The final product will become a C2CEN Instruction, the cornerstone of C2CEN’s Project Manager Syllabus, and a strategy to address another strategic initiative, “Standardize project management at all C4IT Center’s of Excellence.” (COEs) Item 4:4 Days of Consulting with C2CEN’s SLCMP Implementation Team, July 29-Aug 01-2008. This is follow-up, evaluation, and continuation of the work that Mr. Kirkham started with C2CEN's SLCMP Implementation Team in Feb/2008 to design and implement standardized project management processes. Mr. Kirkham will facilitate, review and update C2CEN's implementation progress, documentation of standard project roles, and improved project and life cycle management processes that he and the team designed during the previous sessions. Mr. Kirkman will also work with the team to finalize strategies for the first integrated course in September. Item 1:3 days training for C2CEN Product Leaders and Project Managers, Sept 09-11-2008. The 3 day training course is a continuation of Mr. Kirkham’s consulting work(that will take place in July/2008) with C2CEN SLCMP Implementation Team. This course will be a C2CEN "Pilot/ Customized Course" where the Roles, Documentation, and Processes designed by him and the team are integrated into his Transforming Leadership, Project Management, and Incredibly Effective Communications courses for newly transferred in Product Leaders and Project Managers. The final course will become a the cornerstone of C2CEN’s Project Manager Syllabus. Item 2:1 day training Incredibly Effective Communications. This day is an extra course offering of Incredibly Effective Communication Course that is open to all C2CEN personnel. It is felt that this course is an essential tool for C2CEN personnel both military and civilian to build communications skills, and will benefit the C2CEN in its long range projects. Evaluations Since 2006, Mr. Kirkham has conducted 4 Project Management Courses, 2 Managing Strategic Organizational Change Courses and 8 days of consulting. Participant and team feedback has been extremely positive from all C2CEN personnel. Summary As a licensed Engineer with knowledge and experience in Project Management, Organizational Systems, and Systems Life Cycle Management in private industry, government, and the military, especially the Coast Guard (MLCPAC, 11th/14th CG Districts and 4 CG Electronic Support Units) Mr. Kirkham is able provide an impartial view and evaluation of our work with a great deal of creditability. He understands our organization, has built trusting relationships with key C2CEN personnel and has designed many of our project roles and processes. In addition, C2CEN has adopted his project management model as the best fit for our organization. Since November 2007, the Systems Life Cycle Management Improvement Team (6 senior civilians and 2 officers) and command staff personnel have invested an estimated 400 hours toward this project. This does not include the numerous peer reviews and interviews by many other C2CEN personnel. The ramp up time for another consultant would cause delays, rework, and additional hours for our already busy personnel. Mr. Kirkham’s continuity is critical to the short and long term success of this strategic initiative for C2CEN.
