- Description
- The U.S. Coast Guard intends to solicit, and award a sole source procurement to Buffalo Computer Graphics, Incorporated in Bladsdell, NY. The Coast Guard has a requirement to procure 1 ea PCS-200 Radar Simulator. The new PCS-200 will include the following: PCS-200 Radar Simulator: • Turn-Key system including PC, custom BCG simulation hardware, custom BCG simulation software, external cabling and documentation. • Desktop PC package with 19” LCD monitor, keyboard, mouse • Windows XP Pro (SP2) • BCG’s Enhanced Graphical User Interface for operator control • AIS Support Option • SPS-73 or PC-RP generic interface (Trigger, Video, ACP, ARP) • SPA-25G interface (RADDS and Video) • Four Channel NMEA-0183 as a RS422 serial output and network output • Enhanced Radar Effects • SPS-73 and SPA-25G Cabling (25’) • 100Base-T Ethernet interface for future expansion • Choice of three radar databases from existing BCG Landmass Library • Technical Manual The PCS-200 offers simulation capabilities that include: • Modeling of all radar characteristics (parameters programmable) • Gyro Compass output, 30 VDC 3-phase Stepper • Speed Log output, 200 PPM / 30mA open collector output contact closure • Programmable Ownship and 200 target vessels • Unlimited vessel classes (all parameters programmable) • Landmass capability with video shadowing effects • Sea Clutter presentation with programmable control • Mast and funnel blanking effects (programmable) • Radar controlled PRF rate via radar interface (if available at radar display) • Pixel resolution from 4 yards to 64 yards The Enhanced Radar Effects includes: • Controllable precipitation patterns with signal attenuation • Mutual radar interference • Range attenuation effects on video • Sea Clutter • Receiver Noise effects • SARTs • RACONs • False Echoes • Multiple Echoes • Support for larger radar databases (8MB and 32MB) • Custom BCG simulation software for Radar Effects The Enhanced Graphical User Interface (GUI2) has operator control capabilities that include: • Standalone operator station for PCS-200 • Supports AIS Simulation option • A single GUI Package may control multiple PCS-200 units • 10/100Base-T Ethernet interface for connection to multiple PCS-200 units • Operator Manual These components are of a part of an existing BCG Communications Simulator System currently installed and used on site. Buffalo Computer Graphics, Inc is the manufacturer of the PCS-200 Radar Simulator and there are no known vendors to provide these components. Substitutions are not acceptable. The Coast Guard has determined therefore that competition is not available. If no responses are received within seven (7) days with sufficient information to determine that another responsible source is available, negotiations will be conducted with Buffalo Computer Graphics. Performance shall be in accordance with the standards contained in applicable purchase order clauses contained in the award. This solicitation will be small business set-aside. The NAICS Code is 334119. The contract type will be firm fixed price. Negotiations with Buffalo Computer Graphic Inc will begin on or about 19 June 2008.
