DESCRIPTION DETERMINED ADEQUATE – NO CHANGES MADE. NSN 8305-00-170-9486 CLOTH, FLANNEL, COTTON (HEAVY, FOR TABLE FELTS): Shall be in accordance with this Item Purchase Description. Shall have the following characteristics; Fiber content - 100 percent cotton. Weight - 12.5 ounces/square yard minimum. Yarn count - 66 warp yarns per inch, minimum; 42 filling yarns per inch, minimum. Weave – Twill. Color – Natural (unbleached). Breaking strength - Warp: 60 pounds, minimum; filling: 30 pounds, minimum. Width - 54 inches +/- 1/2 inch Put-up - Roll of one continuous piece of 30 yards +2.5/-0.5 yards Unit of issue shall be RO (one 30 yard roll of cloth to a package). Salient Characteristics. The yarn shall be carded, drawn, and spun into singles for both the warp and filling. The cloth shall have a filling reversible (filling backed) weave, i.e., one warp and two filling systems. One filling shall weave on the back and one filling on the face of the cloth. The basic weave shall be 3 down, 1 up regular or broken twill and shall be the same when viewed on either the face or back side. The cloth shall be unbleached (natural) and shall have a full nap on both sides. Fiber identification. Each piece of cloth shall be labeled, ticketed, or invoiced for fiber content in accordance with the Rules and Regulations under the Textile Fiber Products Identification Act. The label or ticket shall be located so that it is completely visible on each roll and causes no damage to the item. Federal Trade Commission documents are available from the Superintendent of Documents, U.S. Government Printing Office, Washington, DC, 20402. PRODUCT CONFORMANCE: The products provided shall meet the salient characteristics of this purchase description, conform to the producer’s own drawings, specifications, standards, and quality assurance practices and be the same product offered for sale in the commercial market. The government reserves the right to require proof of such conformance. MARKING: Shipments to GSA and other civilian agencies shall be marked in accordance with FED-STD-123. Shipments to the Department of Defense (DOD) shall be marked in accordance with MIL-STD-129. PREPARATION FOR DELIVERY: The item(s) shall be packaged and packed to afford adequate protection against physical damage during shipment from the supplier to the first receiving activity. The pack shall comply with the rules and regulations applicable to the mode of transportation. The package shall be the same as that normally provided by the supplier. In the event a pallet or skid is used for shipping, the following notice shall apply: Notice of special requirements for shipment to all countries that have endorsed the IPPC Guidelines for treatment of non-manufactured wood packaging: The International Plant Protection Convention (IPPC) has approved and published on March 15, 2002, “Guidelines for Regulating Wood Packaging Material in International Trade”. Countries endorsing the IPPC Guidelines are found at http://www.aphis.usda.gov/ppq/swp/. Clause D-FSS-468 requires non-manufactured wood pallets and other non-manufactured wood packaging material used in shipments destined to IPPC compliant countries require the appropriate wood treatment. Additionally, shipments delivered to DOD distribution facilities or freight consolidation points for eventual delivery to or through EU/IPPC countries shall comply with applicable DLA Regulations and Procurement Letter PROCLTR 02-17. UNITIZATION OF PALLET LOAD: The palletized load shall be unitized and secured to the pallet to insure that the load arrives intact.
