- The U.S. Army Corps of Engineers, Philadelphia District, intends to issue a Request for Quote (RFQ) to acquire the services for two (2) endangered species observers (1 certified by the National Marine Fisheries Service (NMFS)), and, (1 New York District certified Dredged Material Inspector (DMI), also to be certified by NMFS). The observers/monitors will be needed for three (3) operating tours, including mobilization and demobilization from the Dredge at the Fort Mifflin Dock in Philadelphia, PA. The requirement for the first operating tour is for a total of 15 days, and the second and third operating tours for a total of 16 days for each tour. Parking is available at the Fort Mifflin Field Office in the crew parking lot. The first tour is scheduled to begin on or about 11 July 2008; the second tour is scheduled to begin on or about 7 August 2008; and the third tour is scheduled to begin on or about 4 September 2008. A request for quotes (RFQ) shall be issued on or about 17 June 2008 and the closing date for receipt of quotes shall be 30 June 2008. The acquisition will be solicited using the procurement process prescribed in Part 12 Acquisition of Commercial Items of the Federal Acquisition Regulations. Solicitation documents, plans and specifications will only be available via the Federal Business Opportunities (FBO) homepage located at https://www.fbo.gov/. Registration for plans and specs should be made via FBO Internet homepage. Hardcopies will not be available and no written or fax requests will be accepted. It is the contractors responsibility to monitor FBO for any amendments. Also, contractors who receive a federal contract of $25,000.00 or more are required by legislation to submit an annual VETS-100 Report on your employment of targeted veterans. Information on submitting your report may be obtained by calling 703-461-2460 or by accessing the following Internet web site: http://vets.dol.gov/vets100/. All contractors must be registered in the DODs Central Contractor Registration (CCR) system at http://www.ccr.gov. Information on getting registered may be obtained by phoning 1-888-227-2423 or on the website. Written, fax, and e-mail quotes will be accepted. Quotes are to be delivered to the Corps of Engineers, Wanamaker Building, Room 643, 100 Penn Square East, Philadelphia, PA 19107-3390 ATTN: Ms. Maria T. Evans. All contractors are required to be registered in the DOD Central Contract Register (CCR) before award as required by DFARS 204.7300. This procurement is set aside for small business. The NAICS Code is 541620; SIC Code 8748, with a size standard of $6.5 million.
