- The Space and Naval Warfare Systems Command (SPAWAR), on behalf of theProgram Executive Office (PEO) C4I & Space Systems, Submarine ProgramOffice (PMW 770), plans for a full and open competition for the Low BandUniversal Communications System (LBUCS). This effort consists of systemdesign and development (SDD); delivery of 2 Engineering Design Models(EDMs) of the Broadcast Transmit Site and Broadcast Keying site; and ifexercised, options for production of LBUCS hardware. The contract will beCostPlus Incentive Fee for system design and development and Firm Fixed Price forproduction hardware. The draft Statement of Work (SOW) has been added asan attachment to the https://e-commerce.spawar.navy.mil website. The Technical Requirements Document and other reference documents havebeen provided for industry review on a separate secured site limited to DoDContractors. To request access to the secured website, each company mustsign and return the Non-Disclosure Agreement (NDA) posted on the e-commerce site entitled, "Bidder's Repository NDA" and provide the e-mailaddress and phone number for each requested user to Heidi Radaford atheidi.radaford@navy.mil. Each company may request access for up to tworepresentatives. Each user is required to be a U.S. DoD contractor and have avalid DoD or ECA issued PKI certificate to gain access to the website. If aninterested company is a U.S. DoD contractor and does not have a valid DoD orECA-issued PKI certificate, contact heidi.radaford@navy.mil for furtherinstruction. Once DoD Contractors have been approved, the Government willprovide instructions on how to access the secured site. It should be notedthatadditional documentation may be posted to the site over the next month. Ifreleased, a final Request for Proposal (RFP) will be released no sooner than 1August 2008. On 10 July 2008, Thursday at 0830 PEO C4I PMW 770 will be hosting anIndustry Day regarding LBUCS future requirements and upcoming RFP atSPAWAR SSC, San Diego, CA in building A33, Cloud Room, on the 3rd floor.Check-in will be from 0800-0830. The purpose of the LBUCS Industry Day is to discuss and seek input fromindustry on current requirements, as well as to discuss the RFP. It isanticipated that the brief will last 2 hours. We will accept anonymous writtenquestions and comments and the Government will post the responses on theSPAWAR E-Commerce website (https://e-commerce.spawar.navy.mil) under theN00039-08-R-0023 synopsis. We will also provide the opportunity to sign-upthat morning for tours of the lab facility. We will have 3 tours with amaximumof 10 people per tour and no more than 2 people from one company. If you're interested in attending the LBUCS Industry Day, please send an emailto heidi.radaford@navy.mil no later than 8 July 2008. The e-mail requestshould include the company name, Commercial and Government Entity (CAGE)code and the name of each attendee. In addition, to receive access toSPAWAR SSC you will need to complete the visit request form which can belocated on the SPAWAR website. All participants will be required to check in prior to the LBUCS Industry Day.Attendees will be required to show picture identification. If any changes needto be made as to individual participants, please contact Heidi Radaford at(619) 524-7386. The North American Industry Classification System (NAICS) code for thisrequirement is 334220 and the size standard is 750. Numbered Notes 22, & 26 apply and are also provided in full text forconvenience. NUMBERED NOTES-- Numbered Note 22: The proposed contract action is for supplies or services forwhich the Government intends to solicit and negotiate with only one sourceunder the authority of FAR 6.302. Interested persons may identify theirinterestand capability to respond to the requirement or submit proposals. This noticeof intent is not a request for competitive proposals. However, all proposalsreceived within forty-five days (thirty days if award is issued under anexistingbasic ordering agreement) after date of publication of this synopsis will beconsidered by the Government. A determination by the Government not tocompete with this proposed contract based upon responses to this notice issolely within the discretion of the Government. Information received willnormally be considered solely for the purpose of determining whether toconduct a competitive procurement. Numbered Note 26: Based upon market research, the Government is not usingthe policies contained in Part 12, Acquisition of Commercial Items, in itssolicitation for the described supplies or services. However, interestedpersonsmay identify to the contracting officer their interest and capability tosatisfy theGovernment's requirement with a commercial item within 15 days of this notice.
