- The U.S. Army JM&L LCMC- Picatinny Arsenal, NJ has an urgent requirement todevelop and conduct feasibility and utility assessments of a Networked Surveillance & Detection Sensors (NSADS). Textron Defense Systems (TDS) has a surveillance sensors system that will meet the NSADS requirement. It is the intent of this effort to purchase this system with technical support from TDS for a feasibility evaluation. 1. Requirements1.1 The surveillance sensors system with a user manual.1.2 All hardware including tools and software to allow the system to function properly as intended. The right to use the control and display software and SATCOM1.3 Training and technical support for 5 days data collection and verification exercise in CONUS.1.4 Test report including data from the data collection and verification exercise 1.5 SATCOM connectivity/account (if required). This action is being sole sourced out to Textron Defense Systems. ONLY electronic submissions will be accepted. SEE NUMBER NOTE 22.The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
