- A sole source procurement is contemplated with Wayne State University (WSU), 656 West Kirby, 4001 Faculty Administration Building, Detroit, MI 48202-3622. WSU is the only known qualified source to perform this effort. US Army Tank-Automotive Research, Development and Engineering Center (TARDEC) desires to procure Low Temperature Research services in the study of diesel engine performance under extreme cold ambient conditions. The detailed efforts required include but are not limited to (1) simultaneous chemiluminescence and visible range imaging to study diesel fuel spray behavior during the cold starting events; (2) investigation of potential cold start engine control options toward addressing the various transient combustion regimes that occur during start-up events; (3) examinination of the solid/fluid interaction between the piston assembly and associated lubricating oil film at low temperature operating conditions; and (4) study of the impact of low temperature con ditions on the cold starting of a high power density military diesel engine. Market research indicated that WSU is uniquely capable and facilitized to meet TARDEC's research requirements in a timely and cost-effective manner. Projected period of performance is eighteen (18) months. The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.
