Description
It is the intention of Military Sealift Command to enter into a sole source negotiation with Oldenburg Group Inc. (OGI) through subsidiary Lake Shore located in Kingsford, WI for the overhaul and modernization of two 5 ton Sail Cranes on the AS-39 Subtender. The performance period is anticipated to be 8 months and the place of performance will be at the Contractor’s facility and at Puget Sound Naval Shipyard. OGI has been approved for this procurement as a HUBZone Small Business sole source because OGI is the original equipment manufacturer (OEM) and provides all replacement parts to the US Navy for the 5 Ton Sail Cranes on the AS-39. Construction drawings and other original technical documentation containing detail design and logistics information to the level of detail needed for this requirement are exclusively held by OGI. Information, e.g. backlash tolerances, gear pitch dimensions, and other vital data that is required in order to properly conduct condition surveys and provide the necessary crane repair or replacement is contained in OGI’s technical documentation. OGI is the only source with the specialized knowledge and capability to accomplish this requirement. Drawings and technical information in possession of the Navy contain general arrangement and disassembly drawings that do not contain the level of detail required for the condition surveys/determinations or required remedies for deficient components in accordance with the Statement of Work.
