Description
Contracting Office Address: Joint Munitions and Lethality, Life CycleManagement Command (JM&L, LCMC) Acquisition Center, Picatinny Arsenal, NewJersey 07806-5000 Description: This notice is a Sources Sought announcement. There is nosolicitation available at this time. The JM&L, LCMC is conducting a MarketSurvey to identify potential sources for Program Management EngineeringSupport services for the Project Manager Soldier Weapons. Project Manager Soldier Weapons (PM SW) is designated with the responsibilityand authority for life cycles systems management for Army Soldier weaponsprograms. The mission is to accomplish program objectives for development,production, and sustainment based on defined Soldier needs. The contractor(s) selected for award shall be expected to provide Small Armsprogram acquisition recommendations, program coordination and guidance tosupport the decision making process for Project Manager-Soldier WeaponsProduct Directors. This will be accomplished by leading and attendingIntegrated Program meetings, providing analyses and reports, reviewing andcommenting on documents, and preparing original acquisition documents.Specifically, the contractor shall be required to prepare, review, and/orupdate all program documents, as required, for Milestone Decisions to supportLife Cycle system milestone decisions, cost reporting requirements, andproduce Program Milestone Packages. The contractor will also be expected to provide Program Management Engineeringsupport for programs in production and work with production facilities andGovernment operations. The contractor shall analyze and report on productionissues for acquisition planning, including, but not limited to quality,quantities, schedules, and cost; prepare and review documentation onproduction, shipment and fielding of Small Arms programs; and recommend andcoordinate the execution of engineering studies. The contractor willcoordinate and prepare Materiel Release documents and brief the MaterielRelease Review Board. The primary location for the performance of work under this contract will bePM SW, Picatinny Arsenal, NJ. All contractors will be located on-site at PMSW. The contractor will be expected to travel on an estimated 6-10 trip peryear to locations throughout the continental United States. Should an RFP beissued for this action, specific travel requirements will be defined.Further, award(s) will be made on a Best Value basis under Full and OpenCompetition. All responsible, interested offerors are encouraged to submit theircapabilities/qualification data and any pertinent information in hard copy orvia email, within 15 calendar days to: Joint Munitions and Lethality LifeCycle Management Command, (JM&L LCMC), Acquisition Center, AMSML-AQ-SW, Bldg.10, Attn: Gary Ferguson, Picatinny Arsenal, NJ 07806-5000. All informationis to be submitted at no cost or obligation to the Government. NO TELEPONEINQUIRES WILL BE ACCEPTED. The Government will accept written questions byemail to gary.ferguson2@us.army.mil. Any information provided to theGovernment will not be returned. This is a Sources Sought Notice only and should not be construed as a Requestfor Proposal or a commitment by the U.S. Government. The U.S. Government doesnot intend to award a contract(s) on the basis of this Market Survey.
