- The Uniformed Services University of the Health and Sciences (USUHS), intends to negotiate on a sole source basis under the authority of FAR 13.106-1 (2) (b) (1), with COSMED USA, Inc. Chicago, IL for a COSMED K4B2 portable, ambulatory monitor for measuring expired air and heart rate of human subjects for the purpose of determining the oxygen consumption and carbon dioxide production and metabolic demand of the activates in field and laboratory environments. This item is being procured as a commercial item in accordance with the procedures in FAR Pt. 12, Acquisition of Commercial Items, and FAR Pt 13, Simplified Acquisition Procedures. The Cosmed K4B2 possess the key unique features and FDA 510K clearance which was required for collecting the quality of data needed for subjects on both a laboratory and clinical environment. This includes healthy military populations and patient populations such as amputees and those with physical disabilities. The K4B2 includes telemetry, telmetered ECG, Oximeter, Spirometer, plus a clinical grade treadmill with control console. The Cosmed K4B2 is patented for True Breath by Breath (bxb) data resolution throughout the physiological range, and a single non-adjustable full range flowmeter capable of measuring both basal and max exercise flow rates. This is not a request for quote; however, all interested parties may contact the Contracting Officer. Sources interested in responding to this requirement must be able to provide convincing evidence that they can obtain/provide the same portable, ambulatory monitor as stated above. Responses must be in writing and must be received in the office by June 16, 2008.
