- This announcement constitutes a Sources Sought Synopsis. This is not a Request for Proposal. The responses to this Synopsis will be used as a Market Research tool in order to identify Small Business Administration (SBA) Certified 8(a) firms, Small Business HubZone firms, and/or Service Disabled Veteran-Owned Small Business firms for the purpose of determining how the upcoming solicitation will be advertised. This announcement is for information and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. The Jacksonville District of the US Army Corps of Engineers is contemplating a project for work that consists of restoration of inter-tidal and sub-tidal benthic substrate and hydrologic processes within Rose Bay. Work will include capture and relocation of gopher tortoises, reconstruction of the disposal area, and removal of approximately 273,000 cubic yards of unconsolidated sediment from the Bay. Dredged material will be placed in an upland disposal area (Lost Creek Island) to be reconstructed under this contract and is located approximately 2 miles from the dredging area. The existing upland disposal area requires approximately 147,000 cubic yards of new dike construction, approximately 13,600 cubic yards of gravel drainage, removal of 2 existing weirs and construction of 2 new weir structures. Prior to commencing reconstruction of the disposal area an estimated 50 gopher tortoises will need to be captured and relocated from approximately 82 burrow sites. The upland disposal area site is not accessible by land; however, the fill material (except gravel) to be used for new dike construction is available from within the interior of the existing site. Depending upon funding available, this project may be solicited as one contract with the Base Work consisting of the capture and relocation of the tortoises, reconstruction of the disposal area, and dredging of approximately 236,900 cubic yards and an Option Item of dredging of the remaining approximately 36,100 cubic yards of material; however, if adequate funding is not currently available, then the initial solicitation will consist only of the capture and relocation of the tortoises and the reconstruction of the disposal area with the dredging work being solicited at a later date under a separate contract. Please provide a Statement of Capability (SOC) stating your skills, experience, knowledge, and equipment required to perform the specified type of work. This SOC should be a maximum of five (5) pages and include, at a minimum: (1) your intention to submit a bid on this project when it is formally advertised; (2) business type: SBA Certified 8(a), HubZone, and/or Service Disabled Veteran-Owned Small Business; (3) brief description of your companys capabilities including your capability to mobilize construction equipment and materials onto an island; (4) size and type of dredge; (5) whether your firm owns or leases the dredge and if the dredge is leased the name of the lessor and their business size; (6) brief references of jobs your firm has performed within the past three years on similar type work (include as a minimum the project title, type of work, and the magnitude of construction); and (7) your firms bonding capability. NOTE: IF YOU DO NOT INTEND TO SUBMIT A BID ON THIS PROJECT WHEN IT IS FORMALLY ADVERTISED, PLEASE DO NOT SUBMIT A RESPONSE TO THIS SOURCES SOUGHT SYNOPSIS. If we do not receive an adequate number of qualified respondents, the solicitation shall be issued on an unrestricted basis and all firms regardless of size shall be eligible and encouraged to compete for this project.
