- The Bureau of Land Management (BLM) has a requirement for one or more contractors to help resolve adverse effects of full-field oil and gas development in southeastern New Mexico. It is anticipated that one or more Indefinite Delivery Indefinite Quantity Type contracts will be awarded as a result of this solicitation. Task orders will then be competed among the awarded contracts. The period of performance will be one year, with 4 additional one year option periods. The following sets forth the background of BLM's needs and the basic requirements needed: This is designed to implement the Permian Basin Mitigation Program. This program is designed to treat the long-term cumulative and indirect effect of full oil field development upon historic properties within a 28 quad region in southeast New Mexico. This mitigation program will emphasize the excavation and testing of those historic properties most likely to answer high priority research questions posed in a 2006 regional research design (RRD). However, this also includes a variety of treatment measures that will be employed as well. This mitigation program is designed to better understand the correlation between surface site manifestations and subsurface components as well as the data potential of surface and near-surface site assemblages. The knowledge gained will enable the BLM to make more informed determinations of site eligibility for nomination to the National Register. The mitigation will enable the agency to better manage cultural resources, focus on the most important prehistoric and proto-historic properties in the region, offer communities interpretive programs based on what is learned from the studies, and improved Section 106 procedures for this region. The RRD governing this Permian Basin Mitigation Program is the 2006 "Southeastern New Mexico Regional Research Design and Resource Management Plan" by Patrick Hogan of the Office of Contract Archeology, University of New Mexico. That document will govern initial site types, problem domains, fieldwork, and analytic standards that must be adhered to in tasks awarded under this contract. The refinement of site types, fieldwork, and laboratory procedures proposed in the RRD as well as answering and/or refining the research questions posed within it are expected outcomes of this program. The purpose of this program is to implement a creative, directed program to resolve adverse effects and, in particular, the cumulative and indirect effects of full-field oil and gas development in southeastern New Mexico. It will result in better decisions affecting the management of historic properties in the Permian Basin. High rates of erosion within the sand sheets of the region are compounding human-caused losses of artifacts, site features, and depositional integrity. The program seeks to acquire better knowledge about the prehistory of southeast New Mexico through the systematic application of a standard research design and a uniform field methodology. Information gained will improve the process for making determinations of eligibility to the National Register of Historic Places. Periodic public conferences and popular and technical synthesis will ensure that the public appreciates what the study of cultural resources can say regarding cultural developments in this frontier region. This is not intended to be a complete list of the specifications.
