- DESCRIPTION: The Department of Veterans Affairs Nebraska Western Iowa Health Care System (NWIHCS) intends to negotiate a commercial (FAR Part 12) sole source contract with Kent Scientific under the authority of FAR 6.302-1. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) FAC 2005-25. Only one responsible source and no other supplies or services will satisfy agency requirements. A justification for other than full and open competition is being prepared in support of this acquisition. ITEMS BEING PROCURED ARE AS FOLLOWS: (1) CODA 8 Computerized Controller with Automatic Inflation/Deflation Pump; (2) CODA 8 Data Acquisition Software with Automatic Blood Pressure; (3) Animal holders with nose cones, Rat - Large, 300-500g; (4) Animal holders with nose cones, Rat - Extra Large, 500-850g; (5) Animal Warming Platforms with built-in infrared warming system; (6) Data Acquisition System Laptop-style computer; (7) Custom CODA table stand; (8) Intra-Scan Thermometer, Non-contact infrared sensor with digital read-out; (9) VPR Sensor & Occlusion Cuff Accessory Kits - Large; and (10) VPR Sensor & Occlusion Cuff Accessory Kits - Extra Large. RATIONALE FOR SOLE-SOURCE PURCHASE: The CODA 8 System is a computerized, non-invasive tail-cuff system that can quickly perform multiple simultaneous measurements on up to eight animals without operator intervention. The CODA 8 automatically performs rapid multiple measurements of six parameters - systolic pressure, diastolic pressure, mean pressure, heart pulse rate, blood volume and blood flow. This system is the only non-invasive system that utilizes a proprietary, patent pending tail-cuff technology, Volume Pressure Recording (VPR) to non-invasively measure blood pressure in rodents. The system has been clinically validated and is supported by numerous peer-reviewed publications. It has been shown to measure systolic blood pressure with 99% correlation to telemetry and invasive blood pressure measurements. Consequently, this is the basis of the Sole-Source Justification. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. All proposals received by 4:00 P.M. Central Time, June 18th, 2008, will be considered by the Government. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
