- This Request for Information (RFI) is being issued to collect additional information regarding the prospect of small businesses in the shelter industry meeting an upcoming requirement for the Marine Corps General Purpose Medium Shelter. The Marine Corps Systems Command (MARCORSYSCOM) is currently evaluating whether solicitation no. M67854-08-R-3025 should be issued as a total small business set-aside under the authority of FAR Part 19.502-2. This RFI corresponds to the requirement synopsized in presolicitation notice no. M67854-08-R-3025, posted to the Navy Electronic Commerce Online website (https://www.neco.navy.mil) and the Federal Business Opportunities website (https://www.fbo.gov) on 22 April 2008, and is still available for viewing at each site. As indicated in the presolicitation notice, MARCORSYSCOM Chemical, Biological, Radiological, and Nuclear Defense Systems, has a requirement for General Purpose Shelters with 512 to 650 square feet of floor space. Shelters shall be mobile, durable, terrain-adaptable, all-weather, light-weight, have the ability to be quickly erected and struck, and be suitable for use in the wide range of environmental conditions encountered during military operations. The NAICS code is 314912, Canvas and Related Product Mills, with a size standard of 500. For planning purposes, the upcoming solicitation will include an estimated minimum of 200 to an estimated maximum of 3,400 shelters. In response to this RFI, all interested small businesses having shelters they believe currently meet the requirements or in the alternative, have the ability/capability to submit a proposal/solution that can meet the Commercial Item Description (CID) provided as an attachment to this RFI notice, are requested to submit a capabilities statement electronically to lisandra.torres@usmc.mil. Responses shall be no more than 10 pages in length. DUE DATE: These responses are due no later than 2:00 p.m. (Eastern Standard Time), 25 June 2008. Interested small businesses who submitted a proposal in response to previously cancelled solicitation no. M67854-08-R-3003 are requested to also submit a capabilities statement in response to this RFI. CONTENT: These capabilities statements shall CLEARLY DEMONSTRATE how the proposed shelter meets all of the requirements of the attached CID. If you do not currently possess a shelter that meets any of the particular requirements, responses shall provide a rationale as to how you intend to submit a proposal that can meet the requirement. If the intended plan to meet the requirement entails modifying/altering a shelter currently in possession, capability statements shall also provide a necessary timeframe for making such modifications. In order to also assess whether small businesses can offer fair and reasonable prices if this requirement were to be set aside for small businesses, all capabilities statements submitted shall also clearly state your estimated prices for these shelters. All items, materials, and components used to construct these shelters shall be in full compliance with the Berry Amendment (10 U.S.C. 2533a). Capabilities statements submitted shall certify that the proposed shelter is in full compliance with the Berry Amendment. Interested parties shall also be able to meet the requirements of FAR 52.219-14, Limitations on Subcontracting. Therefore, capabilities statements shall also state whether the shelter is being wholly manufactured by the interested party submitting the response or whether the shelter is being manufactured by a different vendor or vendors. If the proposed shelter is being manufactured by other vendor(s), the response shall identify those vendor(s) and the percentage of the cost of manufacturing the item they are responsible for. The requirements stated in presolicitation notice no. M67854-08-R-3025 still apply and will apply when the solicitation is issued. Shelters will be evaluated against stringent Go/No-Go criteria, as stated in the presolicitation notice. Offerors will be required to submit certified, independent test data and fabric certifications in response to the final solicitation. However, no test data or certifications are being requested at this time.
