Description
In accordance with the Agreement of Defense and Cooperation between the Kingdom of Spain and the United States of America, any contract resulting from this notice/solicitation can only be entered into with companies authorized to carry out these activities in Spain under Spanish law. Companies must meet the requirements established by Spanish legislation for execution of Government works. Obtaining a license or permission to operate your company in Spain may be a long process; therefore, any company anticipating interest in future projects should immediately begin the processes that will be required, by contacting the Delegation of Industry. They have two offices, one in the Madrid province and one in the Andalucia province. The telephone numbers are: 011 34 91 580-2100 (Madrid) and 011 34 95 504-8620 for Andalucia. The United States Air Force intends to solicit proposals (FA5575-08-R-0010) for Firm-Fixed Price contract for the Installation of Airfield Fire Hydrants in Moron AB, Spain. The complete solicitation package will be available on the Federal Business Opportunity website for download on or after 25 June 08. The contract will consist of a basic period of performance of 220 calendar days. Contract magnitude is between $250,000 and $500,000. The successful contractor will be selected using Past Performance/Price tradeoff procedures resulting in the best value to the government. SCOPE OF WORK: The work includes, but is not limited to, the following items: -Phase 1: a.Isolate the section of pipe between valves VE1 and VE2. b.Provide and install new V1, V2, V8 Gate valves and accessories. c.Provide and install new V9 gate valve, connecting sleeve, pipe and accessories. d.Provide and install fire hydrants A, B, C, D, E, F, and G, connecting sleeves, pipe, valves and accessories. e.Repair elements damaged by the execution of this work to include compaction and reseeding of natural terrain and asphalt on parallel taxiway. f.Perform flow capacity test for each hydrant installed. Tests shall be performed by the Government but Contractor shall be present during said tests. g.Paint frames and covers of hydrants. h.Final cleaning of work area (Daily). -Phase 2: a.Isolate the section of pipe between valves V2 and VE2. b.Provide and install new gate valve V3 and accessories. c.Provide and install fire hydrants H, I and J, connecting sleeves, pipe, valves and accessories. d.Disassemble gate valves and accessories of existing hydrants 28 and 29. e.Remove pipes, T and cast iron connecting sleeves and accessories of existing hydrants 28 y 29. f.Provide and install gate valves, polyethylene pipe, connecting sleeves and accessories for existing hydrants 28 and 29. g.Repair elements damaged by this work to include compaction and reseeding of natural terrain and asphalt on parallel runway. h.Perform flow capacity test for each hydrant installed. Tests shall be performed by the Government but Contractor shall be present during said tests. i.Paint frames and covers of hydrants. j.Final cleaning of work area (daily). -Phase 3: a.Isolate the section of pipe between valves V3 and VE3. b.Provide and install new gate valve V4 and accessories. c.Provide and install fire hydrants K, L and M, connecting sleeves, valves and accessories. d.Disassemble gate valves and accessories of existing hydrants 25, 26 and 27. e.Remove pipes, T and cast iron connecting sleeves and accessories of existing hydrants 25, 26 y 27. f.Provide and install gate valves, polyethylene pipe, connecting sleeves and accessories for existing hydrants 25, 26 and 27. g.Repair elements damaged by this work to include compaction and reseeding of natural terrain and asphalt on parallel runway. h.Perform flow capacity test for each hydrant installed. Tests shall be performed by the Government but Contractor shall be present during said tests. i.Paint frames and covers of hydrants. j.Final cleaning of work area (daily). -Phase 4: a.Isolate the section of pipe between valves V4 and VE4. b.Disassemble existing hydrant number 22, gate valve and accessories. cut and cover pipe. c.Provide and install fire hydrants N. O and P, connecting sleeves, pipe valves and accessories. d.Disassemble gate valves and accessories of existing hydrants 21, 23 and 24. e.Remove pipes, T and cast iron connecting sleeves and accessories of existing hydrants 21,23 y 24. f.Provide and install gate valves, polyethylene pipe, connecting sleeves and accessories for existing hydrants 21, 23 and 24. g.Repair elements damaged by this work to include compaction and reseeding of natural terrain and asphalt on parallel runway. h.Perform flow capacity test for each hydrant installed. Tests shall be performed by the Government but Contractor shall be present during said tests. i.Paint frames and covers of hydrants. j.Final cleaning of work area (daily). -Phase 5: a.Isolate the section of pipe between valves VE5 and VE6. b.Provide and install new gate valve V5 and accessories. c.Provide and install fire hydrants Q, R, S, T y U, connecting sleeves, valves and accessories. d.Disassemble gate valve and accessories of existing hydrant 20. e.Remove pipe, T and cast iron connecting sleeves and accessories of existing hydrant 20. f.Provide and install gate valve, polyethylene pipe, connecting sleeves and accessories for existing hydrant 20. g.Repair elements damaged by this work to include compaction and reseeding of natural terrain and asphalt on parallel runway. h.Perform flow capacity test for each hydrant installed. Tests shall be performed by the Government but Contractor shall be present during said tests. i.Paint frames and covers of hydrants. j.Final cleaning of work area (daily). -Phase 6: a.Isolate the section of pipe between valves V5 and VE6. b.Provide and install new underground pipe. c.Provide and install new gate valves V6 and V7 and accessories. d.Provide and install fire hydrants V, W, X, Y, Z connecting sleeves, valves and accessories. e.Repair elements damaged by this work to include compaction and reseeding of natural terrain and asphalt on parallel runway. f.Perform flow capacity test for each hydrant installed. Tests shall be performed by the Government but Contractor shall be present during said tests. g.Paint frames and covers of hydrants. h.Final cleaning of work area (daily). -Phase 7: a.Provide and install new underground pipe. b.Provide and install fire hydrants AA and AB, connecting sleeves, valves and accessories. c.Repair elements damaged by this work to include compaction and reseeding of natural terrain and asphalt on parallel runway. d.Perform flow capacity test for each hydrant installed. Tests shall be performed by the Government but Contractor shall be present during said tests. e.Paint frames and covers of hydrants. f.Final cleaning of work area (daily). -Delivery of As-Built drawings. -Option 1: a.Provide and install new gate valves V10, V11 and V12 and accessories b.Provide new road crossing with molehole and metallic sleeve. c.Provide and install new underground pipe. d.Repair elements damaged by this work to include compaction and reseeding of natural terrain. e.Final cleaning of work area (daily). No phase shall be started until all work on the previous phase is completed. In the case option 1 is awarded, this option shall be accomplished as part of phase 1. The Government anticipates and reserves the right, to issue all solicitation documents including specifications and drawings in the English language only. A visit to the site of work will be conducted in English; the date and time of which will be announced in the solicitation documents. In order to be awarded a contract by the U.S. Government, the company must be registered in the Central Contractor Registry (CCR), contracts cannot be awarded to unregistered contractors. Registration can be made on line at www.ccr.gov NOTE: You must have a DUNS number and a NATO Commercial and Government Entity (NCAGE) Code to register. To obtain a Data Universal Numbering System (DUNS) Number you can contact Dun and Bradstreet and request one by calling: 902446688. To obtain a NATO CAGE code you must fill out the form found in : http://www.dlis.dla.mil/Forms/Form AC135.asp Failure to be registered in CCR at the time of award may delay the award and depending on the criticality of the project, may be cause to award to the next qualified best value offeror who is CCR registered.
