Description: Construct a new 300 Man Army Reserve Center consisting of a training building (approx 38,800 sf), an Organizational Maintenance Shop (OMS) (approx. 9400 sf), and an Unheated storage Building (UHS) (approx. 2100 sf), at Fort Drum, New York. Construction of the Training Building includes a one-story structure with two color utility brick veneer with light gauge metal backup, light gauge metal trusses, with a sloped standing seam metal roof, concrete slab-on-grade, suspended tile and gypsum board ceilings, gypsum board partitions, insulating glass window units w/ laminated glass, casework, interior and exterior lighting, HVAC and plumbing systems, kitchen equipment, caging, shelving, communications, electrical work, IDS and automatic sprinklers & fire detection. Construction also includes a one story maintenance shop of similar construction type as the training building, as well as a pre-engineered metal unheated storage building. Additional work includes site work, sidewalks, fencing, bioretention areas, infiltration basin, sanitary lift station, bituminous paving, MEP (military equipment parking), dumpster & mechanical yard screen walls, exterior masonry sign wall and utilities. Contract duration is 520 days. The estimated price range is between $10,000,000.00 and $25,000,000.00. The cost limitation for this project is $14,280,000 (excluding the line items marked OMAR) based on funds made available for this project. The Government cannot guarantee that additional funds can be made available for award. Offerors are under no obligation to approach this ceiling. This is a Low Price Technically Acceptable (LPTA). All evaluation factors, other than cost or price, when combined, are equal to cost or price. Proposals will be evaluated based on the following factors: Prime Contractor Experience, Prime Contractor Past Performance. Pro Forma Information required is Utilization of Small, Small Disadvantaged, and Women-Owned Small Businesses, Bonding Information, and Financial Capabilities. This solicitation is set-aside for HubZone contractors. The NAICS Code for this procurement is 236220. Firms must have the NAICS Code of 236220 assigned in CCR (Central Contractor Registration). Approximate availability of the bid documents is June 27, 2008 and approximate closing date is July 29, 2008 at 4:00 p.m. local time.
