Description
HTC711-08-R-0013 Passenger and Cargo Service Copenhagen, Denmark to Thule AB, Greenland Questions and Answers 12 June 2008 Q1.We are a GSA Schedule holder and if we use a DoD approved carrier, would we be allowed to directly bid on this solicitation? A1. USTRANSCOM will not be awarding this under a GSA Schedule. Q2. Would our bid be acceptable if we use a DoD approved carrier although we are not a carrier ourselves? Could a third party be awarded this contract using a DoD approved air carrier? A2. Award will be made to a DoD Approved carrier. Q3. Reference PWS 1.1: "Contractors will propose flight schedules based on minimum of 50 passengers and 10.000kg of cargo, per one way trip." Question: We can meet the overall monthly requirement but not the minimum requirement per one way trip. Our max payload for non-stop flights is 11.800 kgs. this is in conflict with the solicitation wording. A3. Contractors may propose various schedules to meet the monthly average as stated in PWS paragraph 1.1 will be amended as follows to clarify the requirement: Attachment 1 – PWS 1.1. Charter and/or Regularly Scheduled Flights. Cargo and passengers will be transported between Copenhagen, Denmark and Thule AB, GL by charter or a contractor’s regularly scheduled aircraft. The contractor will be authorized to recommend enroute stops upon mutual agreement between the contractor and Government. Mission requirements on average are 25,000kg of cargo and 150 passengers per month. Contractors proposed schedule(s) will have no less than 50 passengers and approximately 8,500kg (to include passenger baggage) of cargo per one way trip Contractors can propose more than one combination of aircraft and frequency as a recommendation for the best value to the Government. Each proposal must be stand alone and submitted as separate proposal submittals. Frequency of missions will be proposed by contractor and agreed upon by both the contractor and Government. Q4. ADDENDUM TO FAR 52.212-1. III. ORGANIZATION / DISTRIBUTION / NUMBER OF COPIES. Question : Please verify that submission of offer can be done via email - with hardcopies sent via postal mail. A4. ADDENDUM 52.212-1 – III, paragraph 1.4 states: “Two original hard-copies of the Offeror’s proposal shall be submitted by the date specified in the solicitation. Paragraph 1.5 states: “All electronic copies shall be submitted on a CD-ROM in a protective sleeve.” Electronic offers can NOT be submitted via e-mail. Q5. ADDENDUM TO 52.212-2 EVALUATION - COMMERCIAL ITEMS 1. Mandatory Requirements / (1) Mission Capability / b / (1) "Subfactor 1: Aircraft range. The proposed aircraft must have a range of at least 4,790 GCSM with full load of passengers, fuel and baggage." Question : This requirement derives from the situation when operation is flown by long haul wide-body aircraft. For standard narrow body aircraft this is very long. The GCSM distance between Copenhagen and Thule or v.v. is 2,395. A5. 52.212-2 EVALUATION - COMMERCIAL ITEMS. Provision will be amended as follows to clarify the subfactor requirements for aircraft range. 52.212-2 EVALUATION--COMMERCIAL ITEMS (JAN 1999) (1) Mission Capability b. Measures of merit. (1) Subfactor 1: Aircraft range. The proposed aircraft must have a range capable of supporting a full load of passengers, fuel and baggage to meet mission requirements. The offerors proposal(s) must identify the maximum number of Great Circle Statute Miles for each proposed aircraft type.
