- The U.S. Coast Guard is hosting a one-day Industry Meeting in U.S. Coast Guard District 11 at the Ronald V. Dellums Federal Building Auditorium, 1301 Clay St, Oakland, CA, August 19, 2008 at 0900 to provide information about their proposed Best Value 2-Step Multiple Award Design Build and Construction Contracts. The applicable North American Industry Classification System (NAICS) for these acquisitions are 236220, 237310, 237120, 237990, 236116, 237120, 237130, 236118, 236115, 236210, and the small business size standard is $31Million. The Coast Guard is planning to issue two solicitations for indefinite quantity/indefinite delivery multiple award contracts. One solicitation shall be issued on an unrestricted basis. This solicitation will be a National Multiple Award Design Build Construction Contracts (National MACC) with ordering authority to all Components of the Department of Homeland Security. Work under these contracts shall be performed throughout the 50 United States, Puerto Rico, Virgin Islands, and any of the U.S. Territories. The Coast Guard anticipates awarding no less than two, but no more than five contracts under the National MACC Solicitation. The minimum individual task order value for the National MACC shall be $3 million and a maximum individual task order shall not exceed $20M. The maximum estimated contract value for each of the National MACC is $200 million. Each contract shall be awarded with a base period and nine one year options. The National MACC guarantees an award amount of $25,000 to each successful offeror over the full term of the contract to include option years. The Coast Guard plans to also issue a Regional Multiple Award Design Build and Construction Contracts (Regional MACC). U.S. Coast Guard Districts shall set the boundaries for the Regional designations. The Coast Guard anticipates awarding up to 5 contracts for each region. The minimum individual task order value for the Regional MACC shall be $2,000 and a maximum individual task order shall not exceed $5M. The maximum estimated contract value for each Regional MACC is $10 million. It is the intention of the Coast Guard to set-aside the Regional MACC for HUBZone, 8(a) or Service Disabled Veteran Owned Small Business (SDVOSB). The Regional MACC guarantees an award amount of $10,000 to each successful offeror over the full term of each contract to include option years. For planning purposes the Regional MACC will be discussed during the morning session and the National MACC will be discussed in the afternoon session. There will be an opportunity for networking with USCG Contracting and Small Business Administration, potential prime and subcontractors at both sessions. Attendees should bring multiple copies of their firm prospectus which includes their point-of-contact, website address, NAICS information, detailed past performance information, and identify their firm business size and all socio-economic certifications. In accordance with FAR 19.1305 and FAR 19.14, if your firm is HUBZone, 8a, or Service Disabled Veteran Owned Small Business certified and intends to submit an offer on this acquisition, please respond by e-mail to sarah.j.rall@uscg.mil.
