Description
DOE intends to negotiate a sole-source 24 month extension to thecurrent contract (DE-AC05-O1OR22877) with the United States Enrichment Corporation (USEC), 6903 Rockledge Drive, Bethesda, MD 20817-1818. The anticipated award date is on or before September 30, 2008. The period of performance (PoP) will be for an additional 24 months from October 1, 2008 to September 30, 2010, with specific tasks being completed at different times during the PoP. USEC is the sole lessee of the Portsmouth Gaseous Diffusion Plant (PGDP) enrichment facilities under rights provided pursuant to the USEC Privatization Act (the July 1, 1993 GDP Lease) and possesses the only Nuclear Regulatory Commission (NRC) Certificate of Compliance (CoC) to operate the PGDP uranium enrichment facilities. The contract extension will be divided into two distinct tasks with a defined work scope assigned to each task. The first work scope task, anticipated to complete by the end of FY2010, is to provide deactivation activities in USEC leased facilities that are in support of the transition of PGDP to D&D (decontamination and decommissioning). Deactivation activities are those that focus on minimizing site infrastructure and utilities essential to the Departments mission. Specific tasks include continuing removal of material deposits, including Highly Enriched Uranium deposits, removal and disposition of hazardous liquids and environmentally sensitive materials (e.g., PCB liquids). The second work scope task is to provide surveillance and maintenance (S&M) and deactivation functions for the X-333 facility and any other similar PGDP facilities returned by USEC to DOE under the GDP Lease. This task is expected to be completed by the end of FY2009 with the transition of S&M activities to a new Management and Integration (M&I) contractor that will support DOE in the D&D of the Portsmouth site. The work scope associated with this task includes an extension of the current S&M processes with the X-333 facility and any other similar PGDP facilities returned by USEC to DOE under the GDP Lease, including: continued surveillance and maintenance activities essential for nuclear criticality safety/radiological safety and documented facility safety requirements; continued site infrastructure, utilities, and security services essential to multiple user site operations and national security. USEC shall also prepare documentation to support the transition from the current NRC regulatory environment to an Atomic Energy Act/DOE Authorization Basis in compliance with the Atomic Energy Act and DOE orders. USEC shall also prepare documentation to support the transition to the new M&I contractor that will be assuming the S&M responsibility. USEC possesses the only NRC CoC to operate the PGDP and has the necessary approved programs and procedures and certified personnel for performing both the deactivation and S&M functions under the NRC license. USECs NRC CoC, approved programs, procedures, certified personnel, and experience, and lease agreement at the PGDP site makes it uniquely qualified to execute the transition from the NRC regulatory framework to the Atomic Energy Act/DOE Authorization Basis. Under this contract, USEC will continue the return and transition of facilities and systems to DOE at the PGDP in a safe and secure manner. The estimated value of this contract extension, including both tasks, is approximately $130,000,000 to $150,000,000 through FY2010.
