- Installation Contracting Command, Regional Contracting Center-Fort Bragg, North Carolina intends to award, on a sole source basis in accordance with 10 USC 2304(c)(1) and FAR 6.302-1, a contract to Kipper Tool Company, 2375 Murphy Blvd, Gainesville, GA 30504 for Kipper Aviation Life Support Equipment (ALSE) Rescue Kits to support the Aviation Brigade requirements. The inception of an alternative Rescue kit would drastically impair the mission of the 82nd CAB. The requested items are to be used in the Brigade to support downed aircraft recovery operations, IED Extraction and patient recovery for the assigned Medevac crews. The Brigade must be prepared to deploy in response to conflicts, natural disaster relief, and other operations at a moments notice and the currently utilized Kipper ALSE Rescue Kit is an integral part of this function. The design of the kit allows for rapid loading/unloading onto vehicles or aircraft in the event of an emergency as well as rapid inventory and accountability during actual operations or command change inventories. The Brigade first purchased the item in October, 2005 and has since trained extensively on this particular kit and become familiar with all aspects of operations utilizing the kit. Each unit within the 82nd CAB was provided with a week long onsite training seminar conducted by the vendor. The training included equipment set-up, operation and concluded with simulated exercises using old automobiles. All subsequent training using the ALSE Rescue Kit has been conducted utilizing what was learned during the training seminar. It would be detrimental to the 82nd CAB to have to become re-acclimated to the use of a generic or alternative product. The unit would suffer the cost and expended man-hours of retraining each unit on the use of another kit. In addition to the costs of training, the inception of an alternative Rescue Kit would mean training in combat operations as well as disaster relief operations at the home station would not coincide with the training being conducted in theater using the previously purchased Kipper ALSE Rescue Kits. This is not a request for Competitive Proposals. No contract will be awarded on the basis of offers received in response to this notice. A determination by the Government not to compete the proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. If you feel your firm possesses the ability to provide these supplies, you must respond by demonstrating your firms technical capability to meet the requirement. If no affirmative written response is received, the supplies will be awarded without further notice.
