Description
The Fleet and Industrial Supply Center (FISC) Pearl Harbor, Hawaii intends to issue a sole source contract with ITT Federal Services Corporation (ITT) under the authority of FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. FAR clause 52.237-3, Continuity of Services, of the current contract, N00604-98-C-0031, is being invoked. To maintain the continuity and consistency of services required by this contract, the clause allows the incumbent contractor, upon contract expiration, to furnish phase-in training and exercise its best efforts and cooperation to effect an orderly and efficient transition to a successor. The contractor will be responsible for providing all supervision, labor, equipment, material, and other items necessary to provide services for range and base operation support services for facilities operating under the Pacific Missile Range Facility at Barking Sands, Kauai, Hawaii. The contractor will perform range operations support services such as, but not limited to, range operations, communications, measurement systems, data systems, threat simulation, airfield services/operations, launch/ordnance systems, and engineering. The contractor will perform base operations support services such as, but not limited to, supply and logistics, facility maintenance, custodial/grounds/refuse services, utilities, POL storage and distribution, transportation, security, emergency services, food service, environmental, pest control, and billeting. In addition, the contractor will provide phase-in training and turnover with the successor contractor. The contract period of performance is three (3) months, 1 October 2008 through 31 December 2008. The contract will also contain FAR 52.217-8, Option to Extend Services, which may be used if circumstances require it. The Government will not synopsize the option if exercised. The North American Industry Classification System (NAICS) Code is 561210 for Facilities Support Services that has an applicable size standard of $32.5 million. The Government intends to award a combination Firm Fixed Price and Cost Plus Fixed Fee contract. This notice of intent is not a request for competitive proposals. However, firms that have the capability to perform the above work, effective 1 October 2008, may identify their interest and capability to respond to the requirement. Responses received within 15 days after the date of publication of this synopsis will be considered by the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Submit responses to stephen.durrett@navy.mil.
