Description
The U.S Army Corps of Engineers - Omaha District is conducting market research for scientific studies on the Missouri River between Fort Peck Dam and Lake Sakakawea, Montana. The work requires that the contractor possesses the biological experience, expertise, knowledge, and refined techniques to conduct scientific surveys on the Missouri River related to research and recovery goals for the Pallid Sturgeon as prescribed by the U.S. Fish and Wildlife Services Biological Opinion for the Missouri River, dated 2000 and amended in 2003. It is required that the firms have scientists with expertise and experience working on the Missouri River below Fort Peck Dam and Lake Sakakawea who are familiar with the plans and protocols for standardized assessments and sampling activities that have been developed since the start of the Missouri River Recovery Program (MRRP). The firm must also possess and submit one copy of each of the required biological collectors permits which are the U.S. Fish and Wildlife Services Section 10 Endangered Species Permit and the appropriate State(s) Scientific Collectors Permits. The firms must provide documentation they have established working relationships and coordination with the various state and federal agencies that are responsible for overseeing the MRRP in this geographic area. The contractors must also provide a list of their workforce job titles and of their equipment list to demonstrate they have access to the manpower and equipment to conduct year round sampling efforts on the reach of the Missouri River below Fort Peck Dam and Lake Sakakawea. The firm must provide credentials demonstrating their knowledge, skill, and ability by providing specific names of past work experience related to these types of surveys and assessments on the Missouri River, or other similar projects. Responses should include: the name, location, and date of the study, including the specific project; a brief description of the study and an account of the protocols followed; and, a list of specialized experience and technical competence by discipline for each study. This market research is being conducted under North American Industrial Classification Systems (NAICS) code 541990. Please ensure this NAICS code is incorporated in your current CCR profile at www.ccr.gov. Submittal Requirements: Interested firms with the ability to perform these services must provide the requested information to the mailing address listed below no later than close of business (4:00 PM Central time) on 13 July 2008. This is NOT a request for proposal. The intent of this notice is to determine if there are potential sources for the services described above. If it is determined that no qualified sources other than the State of Montana Fish, Wildlife and Parks respond to this announcement under NAICS Code 541990, our intent is to proceed with processing a sole source award to the State of Montana Fish, Wildlife, and Parks under NAICS Code 924120.
