Description
This solicitation will be posted on or about June 18, 2008. The Bureau of the Public Debt on behalf of the Office of National Drug Control Policy (ONDCP) is contracting to acquire detailed information regarding the most commonly diverted drugs. Specifically, a detailed, comprehensive characterization of prescription drug diversion is needed. This project will achieve that goal by determining whether the methods by which prescription drugs are purchased conform to distinct patterns and whether those patterns are indicative of suspicious behavior. The government also requires an assessment of the magnitude of prescription drug diversion. Having first identified the methods of acquisition associated with commonly diverted prescription drugs (as detailed above), this project will estimate the proportion of prescription drugs that are likely diverted from the legitimate market either for illicit resale or abuse. Finally, the need exists for an evaluation of the impact and effectiveness of Prescription Drug Monitoring Programs. The project will analyze prescription drug acquisition patterns and trends throughout the United States and will develop estimates of prescription drug diversion in each of the 50 U.S. states. Those estimates of diversion will then be used to determine whether a correlation exists between the presence or absence of Prescription Drug Monitoring Programs and the estimated diversion in each state.
