- This is a sources sought/market research notice conducted in accordance with Federal Acquisition Regulation (FAR) Part 10, Market Research. Bolling AFB is seeking information from all interested parties capable of developing an enterprise, multi-user database system to manage their complex ceremonial operations missions. 11th Operations Group has a time-sensitive, mission-critical need for ASD development in support of the USAF Band and Honor Guard. To perform its mission, 11th Operations Group uses an obsolete scheduling database to support the Band and Honor Guard. Therefore, the 11th Operations Group is unable to effectively and efficiently manipulate this data to meet on-going mission requirements. This scheduling process demands accurate and timely representation of the data. The Band and Honor Guard are using a Microsoft Access-based application that was developed in-house over many years and has been maintained/upgraded by several generations of band members. Because of the complexity of the system and expansion of its user base, the application has outgrown the Access platform and has become difficult to use and unreliable--there is now great potential for mission failure. Developing/launching a replacement system is a high priority requirement. 2) All interested parties are encouraged to provide information on their capabilities to meet this requirement to develop a scheduling database or commercial off-the-shelf product, implementation, training and maintenance. Additionally, the database must be interoperable with the Air Force Outreach Request System (AFORS), a web-based system that manages the inflow of requests for Band and Speaker appearances. 3) Bolling is requesting the database meet the following requirements: a) Manage individual/group personnel resources and mission readiness b) Evaluate availability status of resources for assignment to events c) Assign resources to events d) Manage all phases of events from initial request through mission completion e) Manage intra-organization communications and communications with event sponsors f) Generate task calendars and job sheets for individuals/groups/squadron g) Provide querying capabilities, report generation for pre/post mission analysis and projection of future operations 4) The database system should consist of, but not limited to the following: Database Backend a. Microsoft SQL Server 2005 i. SQL Script to generate database ii. Script to import data from previous Access DB iii. Documentation 1. Transaction descriptions 2. Entity relationship model Web Client b. Technical Specs i. ASP.NET 2.0 1. Code in Visual Basic 2. rights to use/modify all code 3. Design 4. Documentation ii. Security 1. Windows Authentication with CAC enabled logins 2. Integrated and extensible self managing permission through Personnel Duty Manager 3. Allow access as needed 4. Utilize SSL with a DOD cert iii. Email 1. Integration with Bolling/AFNCR Exchange Server 2. Extensible email notification and reminders 3. One-way updates to Public Folder Calendars Interface iv. Query and Reporting 1. Extensible Access-like Graphical Query interface to enable custom user reports 2. Custom Savable user reports 3. Allow generation of reports on SQL trigger 4. Predefined reports v. Group Scheduling 1. Create and modify jobs/activities a. Assign groups and personnel i. Display individual performance statistics (YTD, MTD) ii. Allow mass personnel assignment with exceptions b. Check and display conflicts c. Create reports for jobs d. Reduced entry screen with presets for common jobs e. Allow job copy, job bundling, and job/event dependence f. Include UI for generating multiple event tour 5) In order to be considered a potential source, interested parties must submit clear and convincing documentation demonstrating the capabilities to satisfy the requirement specified above. The documentation shall include descriptive literature containing sufficient technical documentation to establish a bona fide capability to meet this requirement. Only written responses will be considered. All responses from responsible sources will be fully considered. As a result of analyzing responses to this market research, the contracting officer may determine that a solicitation will be issued. Prior to issuing a solicitation, a pre-soliciation notice will be published. Interested parties are encouraged to furnish information. Information submitted will not be returned.
