- Description
- The U.S. Army Engineering and Support Center in Huntsville, Alabama (CEHNC) intends to solicit and award multiple indefinite delivery indefinite quantity (IDIQ) contracts for its Energy Savings Performance Contracts (ESPC) program. These contracts will be for acquiring the design, construction, and operation of energy savings projects under NAICS code 541330, Engineering Services, for Government installations or facilities throughout the Continental United States, Alaska, Hawaii, District of Columbia, and U.S. Territories and possessions in accordance with the National Energy Conservation Policy Act. These energy savings projects are needed to reduce energy and water consumption, achieve facility improvements, improve the quality of life for the soldier and ultimately reduce overall energy costs for the United States Government. Through the use of these contracts, the Government will be able to place orders for the performance of services for the design, acquisition, installation, testing, operation, and where appropriate, maintenance and repair of an identified energy conservation measure or series of measures at one or more locations. Services provided by these contracts include: equipment/ system design; equipment/system installation; equipment/system testing; operations, maintenance and repair, etc., specifically, boiler and chiller improvements; utility monitoring control systems; heating, ventilation, and air conditioning (HVAC) equipment; lighting improvements; building envelope modifications; water and steam distribution systems; electric motors and drives; distributed power generation systems; renewable energy systems; energy/utility distribution systems; water and sewer systems; electricity peak shaving or load shifting; energy-related process improvements; etc. This solicitation and resultant contract awards are for a 10-year (ordering) period. The initial ordering period shall be for five years, with one additional 5 year ordering period respectively. Performance of any task orders placed during the ordering period shall not exceed a total of 25-years of the contract term. The government is under no obligation to issue any orders against contracts resulting from this solicitation. 42 USC 8287 provides that the contractor shall incur the costs of implementation energy savings measures, including at least the costs (if any) incurred in making energy audits, acquiring and installing equipment, and training personnel, in exchange for a share of any energy savings directly resulting from implementation of such measures. The Government intends to issue solicitation # W912DY-08-R-0019 on 1 July 2008. The Government will accept questions regarding the solicitation via email until 15 July 2008. All questions will be addressed by the Government and will be posted with responses as an amendment to the solicitation as soon as possible after receipt of questions. Aside from any amendments which extend the proposal preparation time, proposals will be due on 1 August 2008.
