Description
NOAA's Acquisition & Grants Office, Mountain Region Acquisition Division, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with University of Maryland, MD, to develop broadband permittivity measurements of novel materials and small liquid volumes. The sole source determination is based on the National Institute of Standards and Technology's (NIST) requirement for the ability to operate and modify custom data analysis protocols and software. These consist of (1) custom calibration software (approximately 1000 lines of computer code) that is specific to the individual measurement artifact that are fabricated in NIST laboratories; (2) custom analysis software, using the output of the calibration routines in (1) above, for analysis of numerous experimental configurations, including (a) analysis of thin-film dielectric systems utilizing custom microwave devices fabricated in NIST laboratories (approximately 300 lines of computer code); (b) analysis of fluid systems contained within unique microfluidic-microelectronic test structures fabricated and measured in NIST laboratories (approximately 300 lines of computer code); (c) analysis of high temperature superconductor test structures, fabricated in our laboratories (approximately 100 lines of computer code); (d) analysis of multiferroic materials (typically ferromagnetic and ferroelectric materials), incorporating custom test structures fabricated in our laboratories (approximately 100 lines of computer code); (3) use of custom device layout and design software, which interfaces directly with fabrication tools in our laboratory, for the design and fabrication of unique devices based on metamaterial concepts and incorporating any or all of the material systems described above, based on designs developed in NIST laboratory. The University of Maryland who developed the software calibration and analysis is the only contractor that can meet our requirements as stated herein. Delivery shall be completed no later than September 30, 2009. This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can provide equipment that fully meets the Government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
