Description
The Department of Health and Human Services (DHHS) intends to negotiate with the Yolo County Juvenile Detention Facility, on a sole source basis, to provide secure care and related services to select children in the Office of Refugee Resettlement (ORR) Division of Unaccompanied Children’s Services (DUCS) custody. These select children require placement in or transfer to a secure detention facility due to their criminal history, disruptive behavior or escape risk. The basis for restricting competition is the authority of 41 U.S.C. 253(c)(1) as implemented by the FAR Part 6.302-1 because only one source is available to provide the service in a manner that will satisfy agency requirements. The anticipated contract period will be for one base year from date of contract award with four option years. This project provides secure services in the required geographic area within 2 hours driving time to San Francisco, CA immigration court. It is essential that care provider accepts both ORR initial placements and transfers. It is essential that the care provider has extensive experience working with Unaccompanied Alien Children (UAC). Yolo County Juvenile Detention Facility is the sole responsible source in this geographic area that meets these requirements. The purpose of this synopsis is to determine whether there may be other sources with the necessary expertise and qualifications to perform the work described above. Any source capable of performing the work should submit a statement of capabilities with documentation supporting its ability to meet the Governments requirement as articulated above. Any interested source, in order to meet the requirements will need to demonstrate and address in their capability statement (1) a location within a 2 hour drive of the San Francisco, CA immigration court (2) extensive experience working with UAC’s in an established facility. No solicitation document is available. Capability statements should be submitted by 5 pm June 30, 2008 to the point of contact listed in this announcement.
